Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal groundskeeping, minor maintenance, and facilities services for DLA Installation Operations, Europe & Africa at Kaiserslautern, Germany.

• Groundskeeping: Includes grass cutting, fertilization, weed control, aeration, over-seeding, watering, edging, planting, plant replacement, raking, trimming, pruning, mulching, cleaning, sweeping, preservation and painting of outdoor furniture, and disposal of related debris.

• Landscaping/Mowing: Specific requirements for grass height, debris removal, and trimming around various structures.

• Fertilizing: Twice annually (spring and fall) with slow-release fertilizer.

• Weeding: Weekly during peak summer months, and at least monthly otherwise.

• Foliage and Landscaping Debris: Removal and disposal during November through March, with specific timelines for different areas.

• Outdoor Flower Beds and Containers: Maintenance including weeding, watering, fertilizing, trimming, and plant replacement (with COR approval).

• Sweeping: Entrance steps, surrounding areas, common basement areas, and inspection/cleaning of basement storage areas.

• Winter Maintenance: Shoveling and salting of walkways, building entryways, and staircases during October through April. Salting of campus and parking areas as needed.

• Minor Maintenance and Facilities Services: Includes sweeping/power washing, indoor plant maintenance, and moving office furniture/items (up to 30 kg/65 lbs).

• Other Minor Tasks: Pickup/transport of recyclables, re-rolling/straightening carpets, maintaining entry mats, hanging pictures/blinds, replacing water filters, cleaning dehumidifiers, unlocking/locking storage areas, and minor repairs/touch-ups.

• Basement Venting and Dehumidifiers: Maintaining humidity levels below 55% in basements of specific buildings.

• Period: Three (3) year period, commencing as per contract terms.

• Place: Kleber Kaserne, Kaiserslautern, Germany (Buildings 3209, 3222, 3224, 3227, 3228, 3229, 3230), Rhine Ordnance Barracks (ROB) building 320, and Sembach building 214.

• Response Time: 48 hours for normal service requests.

• Quality Assurance: Government surveillance via recurring maintenance schedules and monthly inspection reports.

• Quality Control: Contractor to establish an inspection and surveillance system within 10 days of award.

• Weekly Work Schedule: Contractor to provide a written weekly schedule to the COR.

• Labor Hours: Estimated monthly labor hours averaged 130 hours per month based on past performance.

• Materials and Supplies: Contractor to provide all necessary materials, tools, and supplies, which must be new, clean, and non-counterfeit.

• Government Furnished Property/Materials: Government will provide use of two garages and storage areas. Government will also provide salt containers, room dehumidifiers, floor mats, plants, and plant containers.

• Contractor Personnel: Must be identifiable via badges. Key personnel must have adequate English communication skills. Access to installations requires passes and valid Police Conduct Certificates.

• Safety: Contractor is responsible for the safety of personnel and U.S. Government personnel.

• Holidays: Contractor is not required to provide services on U.S. and German holidays.

• Reporting: Monthly meetings with COR, quarterly meetings with KO, COR, and Contractor. Maintenance schedule and inspection worksheets to be maintained and provided.
