This solicitation is for Grounds Maintenance Services at the Naval Undersea Warfare Center (NUWC) Detachment Pacific (DETPAC) in Kapolei, Hawaii. The services are required for the Bldg. 977 compound, covering approximately 1.021 acres.

• Perform grounds maintenance services three times per year (February, May, and September).

• Cut grass to less than three inches and remove all weeds within the compound fence line.

• Clear a three-foot firebreak immediately outside the compound fence line.

• Clear the northern perimeter of the driveway up to the DLNR fenceline.

• Clear a 12-foot turning radius of the cattle gate.

• Use industry best commercial practices.

• Protect Government property and historical integrity of the site.

• Comply with all applicable safety and environmental regulations.

• Prohibited activities include: digging, trenching, and the intentional introduction of native plants.

• Mowing equipment must have a portable fire extinguisher; spill kits must be available.

• Disposal of debris must be in accordance with Federal, State, and local laws.

• Proof of U.S. citizenship is required for contractor personnel.

• Advance notice (one day) is required for site visits; electronic devices and photographs are prohibited within the compound.

• The contract type is Firm Fixed Price.

• The period of performance shall not exceed 365 days.

• Normal working hours are 0700-1500, Monday through Friday. Contractor must be off property by 1530.

• The contract includes a base year and four option years.

• The estimated value for the NAICS code 561730 is USD 9,500,000.00.

• Offer Due Date: 29 May 2026, 08:00 PM.

• Award will be made to the technically acceptable offer providing the best value to the Government, considering price and past performance (quality and delivery).
