This is a combined synopsis/solicitation for commercial items, constituting a Request for Quotation (RFQ). The National Oceanic and Atmospheric Administration (NOAA), Disaster Response Center in Mobile, AL, requires groundskeeping and landscaping services. This announcement is the only solicitation, and no written solicitation will be issued.

• Maintain Improved Grounds: Includes mowing approximately 1 acre of improved grounds (grass height 1-3.5 inches depending on type), with clippings removed or mulched. Mowing frequency is a minimum of twice per month during the growing season (March-October). Edging is required along sidewalks, driveways, and curbs at least monthly. Trimming grass and weeds around obstacles (trees, shrubs, buildings, etc.) is to be done concurrently with mowing. General litter patrol and debris removal are required twice monthly during the growing season and once monthly during winter.

• Repair Damaged Areas: Areas damaged by vehicles, erosion, drought, or insects/diseases must be repaired to match surrounding areas.

• Fertilizer and Lime Application: A commercial fertilizer/lime application program is required twice per year for all improved grounds, applied according to manufacturer instructions and seasonal conditions.

• Trimming/Pruning: Trees in improved and semi-improved areas are to be pruned as needed to prevent obstruction of parking areas, fencing, buildings, and cameras, adhering to ANSI Z133.1-1994 standards. Specific clearance requirements are noted for streets, driveways, walkways, and buildings. Topping and de-horning are prohibited. Shrubs, small trees, and hedges are to be pruned a minimum of twice per year to maintain natural growth characteristics and clearances. Areas beneath shrubs and hedges must be kept free of grass, weeds, and debris. Volunteer tree seedlings are to be removed.

• Maintain Bedding and Planted Areas: Fertilize, edge, eliminate weeds (manually or mechanically), and maintain mulch a minimum of twice per year. Any ornamental plants removed or killed must be replaced.

• Maintain Semi-Improved/Un-Improved Grounds: Vegetation control on approximately 1.17 acres, with mowing or vegetation maintenance at a height of 2-6 inches, a minimum of once per month during the growing season.

• Grass height maintenance (1-3.5 inches for improved grounds, 2-6 inches for semi-improved/un-improved).

• Edging frequency (at least monthly).

• Trimming/pruning clearances (e.g., 14 ft over streets, 12 ft over driveways).

• Fertilizer/lime application twice per year.

• Weed eradication (manual or mechanical).

• Plant replacement within 15 days of noticed damage.

• Services are to be performed at the NOAA Gulf of America Disaster Response Center, Mobile, AL.
