Quick Summary
The Department of the Air Force, specifically the 439th Contracting Flight at Westover Air Reserve Base, MA, intends to award a Firm-Fixed-Price contract on a sole-source basis to Drone Express (DEXA) for one DEXA DE-2020 autonomous aircraft system. This procurement includes the drone, a two-day onsite training program, and a one-year maintenance plan. The estimated value is $24,999, with a required delivery by August 2026. While the opportunity is listed with a Total Small Business Set-Aside, it is being pursued as a sole-source action.
Scope of Work
The requirement is for a Group 2 Unmanned Aircraft System (UAS) to support the 439th Mission Support Group's needs for autonomous supply delivery, airborne surveillance, identification, tracking, and response for small, unmanned aircraft systems (sUAS) in or near restricted airspace. It is also essential for testing and validation of installation sUAS and Counter-sUAS (C-sUAS) capabilities.
The procurement includes:
- DEXA DE-2020 Drone: A multi-rotor hexacopter with specific technical requirements including a carbon fiber frame, six brushless motors, Pixhawk Blue Cube or greater autopilot, 20-25 lbs weight, 40 mph max cruise speed, 5 lbs payload capacity, 45 minutes minimum battery life, 4 miles minimum range, emergency parachute, and FAA S-1 Approved List Certification (Section 44807) and Part 135 certification.
- Training: A two-day, onsite "Train the Trainer" program for government personnel covering system architecture, safety, GCS operations, flight practice, and routine maintenance. Training cost is capped at $1,000, with the contractor covering instructor travel/lodging.
- Maintenance: A one-year maintenance plan, including preventive maintenance, software/firmware updates, component replacement, and configuration management.

Justification & Submission
The authority for this sole-source procurement is RFO 6.103-1(b) – "One responsible source." Market research indicated that DEXA is the only vendor capable of providing a comparable Group 2 UAS that meets the government's requirements, particularly due to its FAA S-1 designation, Part 135 certification, and capabilities for Beyond-Visual-Line-of-Sight (BVLOS) operations. A previous competitive bid was cancelled due to a lack of competition.
This notice is not a request for competitive proposals. However, interested parties who believe they can meet the requirements are invited to submit a capability statement, proposal, or quotation in writing. The government will consider these submissions solely to determine if a competitive procurement is feasible in the future.
