Scope of Work
The contractor will provide full-spectrum operation of up to two (2) Group 3 Unmanned Aircraft Systems (UASs). Key tasks include:
- Launch and recovery operations for the UASs.
- Participation in mission planning with affiliated Mission Generation Force Elements (MGFEs).
- Operation within designated airspaces, emulating adversary UAS.
- Maintaining continuous communication with a designated planning cell POC during exercise activities.
- The contractor must own the UASs and associated equipment; they will not be procured under this contract.
Period & Place of Performance
Flying operations will be conducted for two (2) hours each day for three consecutive days in mid-April 2026, during daylight hours. Services will take place off the coast of SE Georgia, United States, over open water in a designated Military Operating Area (MOA). Mission planning will occur near the MOA in a secure military facility.

Special Requirements
Bidders must provide up to two (2) Group 3 UASs that are already owned. The contractor must have the ability to reach designated MOAs from their departure/landing location. A critical requirement is the ability to submit any required 14 CFR Part 107 Waivers or 49 U.S.C section 44807 exemptions and receive FAA approval prior to operations. The deadline for these waivers was March 15, 2026. Wage Determinations (Standard and Non-Standard for flying services) apply. Attachment 8 (PPQ) is a submission requirement.
