Scope of Work

The 23d FG requires a commercial service contractor to conduct fixed-wing, multi-drone operations for a training exercise scheduled for approximately May 26-29, 2026. The primary objective is low & slow fixed-wing UAS threat detection and targeting. UASs will operate as "red forces" in a "DRY Non-Kinetic" environment (no live fire), but must be safe to be lased by a Litening Gen IV training laser (1.57 m). Visual Identification (VID) during Defensive Counter-Air (DCA) operations is also an objective. Activities will be conducted over land in designated Military Operating Areas (MOAs).

Requirements

Contractors must provide and operate two (2) Group 2 or Group 3 UASs and associated equipment. These UASs should have a 7-15 ft wingspan and 9-15 ft length, or visually replicate a Shahed signature, and be capable of mimicking Shahed drone maneuvers. Operating altitude is required between 1,000 to 18,000 feet, and operating speed between 80 to 160 knots. The contractor must own the aircraft systems (not procured for this contract), coordinate launch/recovery, participate in mission planning, and maintain continuous communication. Crucially, the contractor must acquire necessary FAA exemptions/approvals (14 CFR Part 107 Waivers or 49 U.S.C section 44807 exemptions) by mid-May 2026.
