Solicitation / RFP / RFQ

This solicitation is for the U.S. Embassy in Addis Ababa to procure locally employed staff life insurance coverage. The government seeks off-the-shelf plans that meet minimum benefit levels and intends to award a contract to the responsible company offering the lowest price, potentially without discussions.

• Provision of group life insurance coverage for U.S. Government employees in Ethiopia.

• Coverage includes:

  • Employee Life Insurance: Based on 48 months' of the employee's basic salary.
  • Accidental Death and Dismemberment Coverage: Equal to 60 months' (5 years') basic salary.
  • Partial and Total Disability Coverage: Equal to 60 months' (5 years') basic salary.

• The contractor must provide a brochure in English/Amharic detailing the benefits.

• Defense Base Act (DBA) insurance premium costs for employees must be included.

• Contract Type: Fixed-price with economic-price adjustment.

• Period of Performance: One year beginning July 1, 2026, with four one-year options to renew.

• Eligible employees include current active U.S. Government employees in Ethiopia paid under the Local Compensation Plan, Foreign Service Nationals (FSNs) under direct hire, PSAs, and PSCs, and locally hired U.S. citizens under direct hire, PSAs, and PSCs.

• Employees must be employed by specific U.S. Government agencies listed in the document.

• Individuals not eligible include nonpersonal services contract personnel, temporary employees, and those with time-limited contracts less than one year.

• Offerors must be registered in the System for Award Management (SAM).

• Proposals must be in English.

• Incomplete proposals will not be accepted.

• The offeror must include Defense Base Act (DBA) insurance premium costs.
