This combined synopsis/solicitation (RFQ) seeks a contractor to provide winter pasture services for 17 to 18 head of government-owned horses and mules. Scope of Work
The contractor will provide land, forage, feed, water, and fences for up to 25 head of horses and mules. Key requirements include:
- Location: Pasture must be within 100 driven miles of Moose, WY.
- Pasture Conditions: Animals must be pastured in one group, separate from other stock, in a grassland setting. Pastures must be a minimum of 288 acres, free of hazards, and include natural or man-made shelter.
- Land Control: The offered land must be privately owned or controlled by the offeror for at least 5 years.
- Fencing: Minimum 42" height, four-strand wire perimeter and division fences, maintained to prevent escape.
- Forage & Feed: Sufficient forage from November 1st to May 6th, or supplemental feed (loose hay, grass-alfalfa mix, 25 lbs/day/animal) when conditions require (snow exceeds 8", temperatures drop below 10°F, or forage is insufficient). High-quality mineral and salt blocks are also required.
- Water: Reliable, adequate, and constantly available water sources, inspected daily.
- Animal Observation: Daily observation of animals for health, pasture, and water availability, with any issues reported to NPS within 24 hours. Contractor is liable for loss due to negligence.
- Government Responsibilities: NPS will handle farrier services, veterinary care, animal disposal, transportation, vaccinations, and gathering/movement of stock (except in emergencies).
