Request for Information (RFI)

This Request for Information (RFI) from the General Services Administration (GSA) Office of Fleet Management seeks industry input on contractor support for vehicle auction and marshalling services, or marshalling-only services for Government vehicles. The GSA Fleet manages a diverse fleet of over 227,000 vehicles and is responsible for their disposition through remarketing and sales. This RFI aims to gather information to modernize GSA's public vehicle sales model, explore new sales pathways, and leverage vendor expertise, particularly with the increasing number of electric vehicles.

Services are required in Holbrook, AZ, from approximately April 1, 2026, to March 30, 2027. Interested parties must be located within 50 miles of Holbrook, AZ, and must own or legally lease the facility. Facility costs are not reimbursable.

Auction and Marshalling Site Tasks may include:

• Advising on optimal disposition strategies for vehicles worldwide.
• Performing full vehicle inspections and condition reporting.
• Recommending repairs and pricing.
• Creating and executing marketing plans for vehicle sales.
• Managing electronic inventory and vehicle disposition documentation.
• Supporting bidder/buyer management and payment collection.
• Storing, servicing, and remarketing electric vehicles, including charging infrastructure.
• Preparing vehicles for sale, including reconditioning and equipment removal.
• Providing end-to-end customer service to bidders/buyers.

Marshalling Only Site Tasks may include:

• Transporting vehicles to and from vendor locations.

• Inspecting vehicles upon delivery.

• Performing telematics device installation/activation.

• Validating new vehicles against order information.

• Performing pre-delivery inspections (PDI).

• Preparing new vehicles for customer receipt.

• Providing driver education for new vehicles.

• Managing vehicle fuel and charge levels.

• Processing vehicle shipment and delivery documentation.

• Managing scheduled vehicle appointments and exchanges.

• Responses are due by January 27, 2026, 1:00 p.m. Central.

• Submissions must be in Microsoft Word (.doc or .docx) or .pdf format.

• Responses are limited to 15 pages, including company information, technical answers, and supporting documentation.
