Scope of Work
Services encompass both auction and marshalling, or marshalling only. Key tasks include:
- Auction & Marshalling: Advising on optimal disposition strategies, performing comprehensive vehicle inspections and condition reporting, recommending repairs and pricing, creating marketing plans, managing electronic inventory, supporting documentation, and managing bidder/buyer interactions. This also involves providing end-to-end customer service, facilitating payment collection, offering non-government affiliated services, storing and remarketing EVs (including charging infrastructure), transporting vehicles, preparing vehicles for sale (reconditioning, repair, equipment removal), facilitating test drives, and conducting competitive sales processes.
- Marshalling Only: Transporting vehicles, inspecting vehicles upon delivery, performing telematics device installation, validating new vehicles, conducting pre-delivery inspections (PDI), preparing new vehicles for customers, providing driver education, supporting EV management and charging, maintaining fuel/charge levels, performing custodial and sales preparation, managing shipment/delivery documentation, managing appointments, confirming vehicle assignment/termination, and ensuring vehicle security and storage.

Eligibility & Submission
Interested parties must be located within 50 miles of Redding, CA, and must be the owner or legal lessee of the facility. Responses should be submitted in Microsoft Word (.doc/.docx) or .pdf format, limited to 15 pages maximum. Submissions must include company contact information, SAM.gov registration (UEI), services offered (auction, marshalling, or both), annual vehicle volume/types, sales frequency, types of vehicles not sold, average vehicle age/mileage, specialization in salvage/junk vehicles, location relative to Redding, NAICS code, socio-economic status, and facility ownership/lease status. Proprietary information must be clearly marked.
