Scope of Work
GSA Fleet seeks contractor support for comprehensive vehicle auction and marshalling services. This includes:
- Auction Services: Advising on optimal disposition strategies (including for specialty and Zero Emission Vehicles), full vehicle inspections, condition reporting, imagery capture, repair recommendations, marketing plans, electronic inventory management, disposition documentation, bidder/buyer management, customer service, payment collection, reconditioning, repairs, equipment removal, and secure storage. Services must include state-of-the-art technology for enhanced customer experience and a full and open competitive sales process.
- Marshalling Services: Vehicle transport, inspection upon delivery, telematics device installation/activation, validation against orders, pre-delivery inspections (PDI), customer receipt preparation, driver education, specialized EV management and charging infrastructure support, fuel/charge level maintenance, custodial/sales preparation, documentation processing, and secure storage.
Interested parties must be located no more than 50 miles from Bismark, ND. The anticipated period of performance is October 1, 2026 – September 30, 2030 (Base plus 3 option years).
