Scope of Work
Services are required on or about May 1, 2026 – April 30, 2027, within 50 miles of Flagstaff, AZ. Vendors must be the owner or legal lessee of the facility. The expected volume for Flagstaff, AZ is approximately 100 vehicles annually. Operating hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with a minimum of 30 hours per week for vehicle acceptance and release.
Key tasks for Auction & Marshalling services include: advising on optimal disposition strategies (including for specialty and Zero Emission Vehicles), full vehicle inspections and condition reporting, repair/pricing recommendations, marketing campaigns, electronic inventory management, documentation support, bidder/buyer management, customer service, payment collection, offering non-government affiliated services, EV storage/servicing/remarketing (including charging infrastructure), vehicle transport, reconditioning, test drives, competitive sales processes, and ensuring vehicle security/storage/release.
Key tasks for Marshalling-only services include: vehicle transport, inspection upon delivery, telematics device installation/activation, new vehicle validation and pre-delivery inspections, customer receipt preparation, driver education, specialized EV management support, charging battery-powered vehicles, maintaining fuel/charge levels, custodial/sales preparation, documentation processing, appointment management, and ensuring vehicle security/storage/inventory control.

This is NOT a solicitation and does not obligate the government to make an award. No reimbursement will be provided for costs incurred in responding to this RFI. GSA will not consider using its current Marshalling Facility in Gallup, NM for this project.
