This document contains responses to Questions and Answers (RFIs) related to the Sources Sought 47QMCA26N0012.

• Service Offerings: GSA anticipates responses for auction-only services (which must include marshalling services), marshalling-only services, or team-based approaches. For team-based approaches, GSA will award to a single vendor, partnership, or joint venture, which must have a Unique Entity Identifier prior to proposal submission. Subcontracting is permitted.
• Location: The service location must be within 50 miles of the Flagstaff, AZ area. Winslow, AZ is not explicitly acceptable if outside this radius.
• Volume: The expected volume for Flagstaff, AZ is 100 vehicles annually.
• Contract Type: GSA intends to award a blanket purchase agreement with one base year and four option years.
• Facility Lease: Vendors must be the owner or legal lessee of the facility at the time of proposal submission; pending lease agreements are not acceptable.
• Existing Facilities: GSA will not consider using their current Marshalling Facility in Gallup, NM for this project.
• Operating Hours: The contractor must be open for business Monday through Friday, 8:00 a.m. to 5:00 p.m. daily. The contractor must be available to accept and release vehicles from/to GSA agency customers for a minimum of 30 hours a week.

These clarifications provide specific details on service scope, location requirements, contract duration, facility ownership, and operational hours, which bidders should consider when preparing their responses or proposals.

Request for Information (RFI)

This RFI is issued by the General Services Administration (GSA) Office of Fleet Management (GSA Fleet) to gather information on contractor support for vehicle auction and marshalling services, or marshalling only services for Government vehicles. The goal is to modernize and streamline GSA's public vehicle sales model, explore new sales pathways, expand market presence, and increase net proceeds, with a particular focus on electric vehicles and geographic expansion.

Services include, but are not limited to:

• Advising on optimal disposition strategies for various vehicle types.
• Performing full vehicle inspections and detailed condition reporting.
• Recommending repairs and pricing based on market conditions.
• Creating and executing marketing campaigns for vehicle sales.
• Electronic inventory management for vehicles and assets.
• Supporting the creation and management of disposition documentation.
• Managing bidder/buyer registration and validation.
• Providing end-to-end customer service for bidders/buyers.
• Facilitating payment collection.
• Offering non-government affiliated services to encourage participation.
• Storing, servicing, and remarketing electric vehicles, including charging infrastructure.
• Transporting vehicles.
• Preparing vehicles for sale (reconditioning, repair, equipment removal).
• Offering vehicle test drives and utilizing state-of-the-art technology for customer experience.
• Conducting competitive sales processes with public inspection periods.
• Ensuring security, storage, and release of vehicles.
• Managing logistics of vehicle transportation.
• Working with local government entities for transactions.
• Marshalling only tasks include transport, inspection, telematics installation, pre-delivery inspections, driver education, EV management support, charging, and custodial/sales preparation.

Services are required on or about May 1, 2026 – April 30, 2027. Interested parties must be located within 50 miles of Flagstaff, AZ, and must be the owner or legal lessee of the facility.

Responses are due January 26, 2026, by 1:00 p.m. Central, submitted via email to jeffrey.whelpley@gsa.gov. Responses must be in Microsoft Word (.doc or .docx) or .pdf format, limited to 15 pages (including company information, technical answers, and supporting documentation). Formatting requirements include Calibri, Arial, or Times New Roman font, size 11, single line spacing.

This RFI is for informational purposes only and is not a solicitation. The government is not obligated to make an award. Interested parties should be registered in SAM.gov. The RFI seeks information on capabilities, not proposals for award.

Questions regarding the RFI are due no later than January 8, 2026, by 1:00 p.m. Central, submitted via email to jeffrey.whelpley@gsa.gov. Verbal questions will not be accepted. All submissions become government property and will not be returned. The government will not reimburse any costs incurred in response to this RFI.
