Quick Summary
The General Services Administration (GSA) Office of Fleet Management is conducting a Request for Information (RFI) for Lease Vehicle Auction & Marshalling Services in Guam. This RFI seeks industry input to modernize GSA's public vehicle sales model, expand market presence, and leverage expertise, particularly for Electric Vehicles (EVs). Services are anticipated from April 1, 2026, to March 30, 2027. Responses are due January 26, 2026.
Purpose & Scope
GSA Fleet manages over 227,000 vehicles and is responsible for their disposition. This RFI aims to gather information on contractor support for vehicle auction and marshalling services, or marshalling-only services, for government vehicles. GSA seeks best practices, strategies, platforms, and expertise to streamline its sales model, explore new pathways like retail sales, and expand its geographic footprint. A significant focus is on vendor expertise in managing and remarketing electric vehicles.
Key Requirements
The required services, to be performed in Guam, include comprehensive support for vehicle disposition. Auction and Marshalling tasks involve advising on optimal disposition strategies, full vehicle inspections with detailed condition reporting and imagery, repair recommendations, marketing campaigns, electronic inventory management, documentation support, bidder/buyer management, end-to-end customer service, payment collection, and offering non-government affiliated services. Specific attention is given to storing, servicing, and remarketing EVs, including charging infrastructure, and utilizing state-of-the-art technology for enhanced customer experience. Marshalling-only tasks include vehicle transport, inspection upon delivery, telematics installation/activation, new vehicle validation and preparation, driver education, EV management expertise, charging battery-powered vehicles, maintaining fuel/charge levels, custodial services, documentation processing, and ensuring vehicle security and inventory control. Vendors must be the owner or legal lessee of the facility, as facility costs are not reimbursable.
Response Requirements
Interested parties must submit responses in Microsoft Word (.doc/.docx) or .pdf format, limited to 15 pages maximum. Submissions should include company information (name, contact, SAM registration/UEI, NAICS, socio-economic status), confirmation of facility ownership/lease, and details on service capabilities (auction, marshalling, or both), annual vehicle volume, types of vehicles handled, sales frequency, and any specializations (e.g., salvage vehicles).
