Scope of Work
The selected contractor will provide comprehensive marshalling services, including:
- New Vehicle Delivery: Inspection, acceptance, scanning into GSAFleet.gov, and damage documentation.
- Vehicle Preparation: Damage-in-Transit (DIT) reporting, Manufacturer Pre-Delivery Inspection (PDI), electronic data load, and order confirmation.
- Management: License plate and GSA Fleet Services Card management (matching, inventory, installation, removal, reconciliation).
- Vehicle Release: Scheduling pick-up, cleaning, providing keys/documentation, and electronic Vehicle Accountability Form (eVAF) signing.
- Used Vehicle Handling: Reception, inspection, damage documentation, interior inspection, and preparation (fluid levels, tire inflation, spare tire/tools).
- Telematics & Devices: Inventory, installation, and removal of telematics and other government-provided devices.
- Fueling & Charging: Verifying fuel levels, coordinating refueling, and charging electric vehicles.
- Vehicle Movement: Standard and non-standard transport within specified mileage limits, door-to-door delivery, and optional ocean freight.
- Special Requirements: Contractors must obtain a GSA Affiliated Customer Account (GACA), utilize GSAFleet.gov eTools, adhere to GSA Logo Policy and IT Security standards (HTTPS, FIPS, MFA), and ensure internet access. The contractor is responsible for vehicle security and storage, and financially liable for loss or damage beyond normal wear and tear.

- Basis of Award: Best value to the Government, considering technical capability and price. Technical capability will be evaluated based on the Vendor Response Document and subsequent site visits. Prices must be fair and reasonable.
- Eligibility: Offerors must be registered in SAM.gov and self-certify eligibility. The vendor must be the owner or legal lessee of the facility at the time of solicitation.
