Key Exclusions: Buildings will be eliminated from consideration if they are:

- On the top floor with rooftop access within the Government's space.
- Housing immigration, probation, public defenders, and/or social services offices without separate entrances, elevators, and parking.
- Located in a shopping mall or center.
- Housing daycare, abortion, mental health, or drug rehabilitation clinics.
- Having public/metered parking directly in front, behind, or next to the building.
- Less than 1,000 feet from schools, hospitals, prisons, or certain clinics/facilities.
- In a crime statistical area 10 times greater than the National average.
- Lacking secured parking for Government vehicles.
