Scope of Work

The overarching BOA, under which this order was placed, supports the development, production, integration, modification, reliability, sustainment, and disposal of U.S. Navy (USN), U.S. Marine Corps (USMC), and Foreign Military Sales (FMS) F/A-18 and EA-18G aircraft, weapons, and subsystems. Justification for Sole Source
The award was made non-competitively under 10 U.S.C. 3204(a)(1) (FAR 6-302-1) because Boeing is the sole designer, developer, manufacturer, and systems integrator for the F/A-18 and EA-18G aircraft. Boeing possesses unique technical data, expertise, tooling, and processes critical for this effort. The government does not own complete F/A-18 drawing packages with Government Purposes Rights (GPR), and qualifying a second source would cause unacceptable delays (estimated 8 years).
Efforts to Solicit Other Offers
Synopses for the overarching BOA were posted in June and November 2020, receiving no responses. Synopses for individual orders will be posted, referring interested parties to Boeing subcontracting managers. NAVAIR will continue to assess the market for future competitive opportunities.
