Purpose & Anticipated Contract
USTRANSCOM Acquisition Directorate anticipates issuing a solicitation for S&RTS to handle surface moving cargo at the Guam Port Authority and Naval Base Guam. This Sources Sought is for informational and planning purposes only and does not constitute a solicitation or guarantee an award. The Government anticipates an IDIQ contract with a base period from August 1, 2026, through July 31, 2031, plus an optional six-month extension.
Scope of Work
The anticipated contract will require comprehensive ocean terminal operations, including:
- Cargo Handling: Stevedoring, longshoring, vessel loading/discharge, port reception/disposition, cargo management staging, intra-port transfers, cargo preparation, Tally and Check (T&C), and handling of government-provided dunnage and tiedown materials.
- Cargo Types: All classes of supply, including military vehicles (up to 150,000 lbs), Ammunition & Explosives (A&E), hazardous materials, sensitive, controlled, refrigerated, and general DoD cargo, handled through all modes of transport.
- Equipment & Personnel: Provision of all necessary gear, Material Handling Equipment (MHE), materials, supplies, management, and qualified general and skilled labor.
- Ancillary Services: Facility services, stuffing/unstuffing containers, weighing, customs/agricultural inspection support, and contact maintenance for non-operational vehicles.
- Performance: Services are required 24/7/365 at the Guam Port Authority and Naval Base Guam. Performance will be measured against a Performance Requirements Summary (PRS) matrix covering safety, timeliness, cargo integrity, and minimum productivity.
Information Requested
Interested parties should review the attached RFI and the draft Performance Work Statement (PWS). Submissions must include a completed Market Research Survey (Attachment 1) and be tailored, not exceeding 5 pages (excluding title/cover). Key information requested includes:
- Company details (Name, UEI, CAGE, POCs, Business Size, NAICS 488320 classification).
- Experience in providing S&RTS, including management, labor, tools, equipment, and supplies.
