Scope of Work
The GUARDIAN program is structured into three Technical Areas (TAs):
- TA1: Brown Tree Snake (BTS) Population Control – Develop GDT for controllable elimination of BTS on Guam, aiming for field-readiness within 36 months. This includes laboratory and contained testing, focusing on genetic precision, GDT control/immunization, and fieldability to meet regulatory requirements.
- TA2: Cell Culture Models of Gene Drive Technologies – Develop innovative cell culture methods to accelerate the study of gene drives in eukaryotic organisms, supporting TA1. This is an 18-month effort.
- TA3: Modeling – Develop integrated computational models to assess the efficacy, safety, and ecological impact of GDT on NWS and BTS, considering various environmental factors.
Contract & Timeline

Submission & Evaluation
Proposers must submit abstracts via DARPA's Broad Agency Announcement Tool (BAAT). Abstracts have specific page limits for sections like Technical Understanding, Technical Challenges, Technical Ability (each <=1 page), and Estimated Cost (<=0.5 page), with a 5-page limit per TA. Selected proposers will be invited to submit an Oral Proposal Package (OPP) and participate in Oral Presentations (anticipated April 2026). Evaluation criteria include Technical Comprehension, Technical Ability, and Cost. Bidders must use the provided cost spreadsheet and adhere to the Controlled Unclassified Information (CUI) Guide. A model OT agreement is provided, and proposers may suggest edits.
