Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Defense Advanced Research Projects Agency (DARPA), Biological Technologies Office (BTO), has released a DRAFT Program Solicitation for the Genetic Utilization for Advanced Regulation and Defense of Indigenous and Native Species (GUARDIAN) program. This initiative seeks innovative approaches using Genetic Drive Technologies (GDT) to controllably eliminate invasive species, primarily the Brown Tree Snake (BTS) and New World Screwworm (NWS). An Industry Day will be held on January 27th, 2026, with Abstract Submissions for the DRAFT PS due February 17th, 2025.

Program Overview

The GUARDIAN program aims to develop and validate GDTs for the precise and controllable elimination of invasive species. The focus is on developing field-ready solutions and robust modeling capabilities to predict ecological and genetic impacts.

Scope of Work

The program outlines three key options:

  • Option 1: BTS Eradication – Develop GDT for the controllable elimination of the Brown Tree Snake (BTS) on Guam, targeting field-readiness within 36 months, with emphasis on genetic precision, GDT control mechanisms, and fieldability.
  • Option 2: Cell Culture Models – Develop advanced cell-culture models to predict generational behavior of GDTs, mimicking sexual reproduction to accelerate study in eukaryotic organisms, including BTS and at least two other invasive eukaryotic species.
  • Option 3: Modeling – Develop integrated computational models to predict the ecological and genetic effects of GDT on NWS and BTS, considering abiotic and biotic factors to assess efficacy, safety, and ecological impact.

Contract Details

  • Contract Type: Other Transaction for Prototype Agreements (OT-P).
  • Period of Performance: 36 months, divided into Phase 1 (18 months) and Phase 2 (18 months).
  • Anticipated Awards: Multiple awards are anticipated.
  • Set-Aside: Open to all responsible sources, including large and small businesses, nontraditional defense contractors, and research institutions.

Submission & Evaluation

  • Abstract Submission: Due February 17th, 2025, 4:00 PM (Eastern Time).
  • Evaluation: Abstracts will be reviewed for technical comprehension and ability. Selected proposers may be invited to submit an Oral Proposal Package (OPP) and participate in an oral presentation.

Industry Day & Teaming

DARPA is hosting an in-person and virtual Industry Day on January 27th, 2026, from 8:30 AM to 1:30 PM (EST). Advance registration is required by January 22nd, 2026.

  • Potential collaborators can submit a Teaming Profile (using the provided template) by January 16th, 2026, to highlight capabilities and teaming needs.
  • Attendees may also give a 5-minute Lightning Talk presentation (one slide, using the provided template) by January 16th, 2026, to outline interests and capabilities.

Important Notes

This is a DRAFT Program Solicitation and all information, including key dates, is subject to change before the final posting. Attendance at the Industry Day is not required for future proposal submissions. No classified information should be submitted in teaming profiles or lightning talks.
