Statement of Work (SOW)

To install a Modified Midwest Guardrail System (FS30 P1 Rated passive guardrail barrier) at Pease Air Force Base to enhance anti-terrorism and force protection capabilities.

• Installation of approximately 900 linear feet of FS30 P1-rated galvanized guardrail.

• Guardrail sections are designated along Robertson Avenue and the entrance to Building B-255.

• Specific sections include:

  • Section 1: Approx. 75 LF (inbound main gate to sidewalk)
  • Section 2: Approx. 330 LF (sidewalk adjacent to Section 1 to B-100 entrance)
  • Section 3: Approx. 180 LF (Active Vehicle Barrier to B-255 south entrance)
  • Section 4: Approx. 135 LF (B-255 entrance to sidewalk)
  • Section 5: Approx. 65 LF (sidewalk adjacent to Section 5 to outbound gate)

• All breaks in the guardrail system must include 6-foot openings for snow removal and grounds maintenance.

• Work must adhere to applicable DoD and Air Force security standards.

• System must be certified to meet ASTM F2656 FS30 P1 standards.

• All work must conform to relevant Unified Facilities Guide Specifications (UFGS) sections, including UFGS Section 34 71 13, Vehicle Barriers.

• Pease Air Force Base.

• Normal work hours are 0600-1530, Monday through Friday. Off-hours work requires COR approval at least 72 hours in advance.

• Subsurface Utilities: Contractor is responsible for identifying and verifying all utilities prior to excavation using methods like GPR.

• Submittals: Includes technical data package, shop drawings, "As-Built" drawings, and warranty documentation.

• Site Preparation: Pre-inspection, utility locates, and excavation for foundations.

• Foundation & Barrier Construction: Installation of rebar cage, footings/posts, and concrete pour.

• Finishing & Site Restoration: Installation of remaining components, inspection of galvanization, backfilling, compaction, grading, and restoration of the site.

• Traffic Control: Main road adjacent to the worksite cannot be blocked during normal operating hours. Temporary road closures require 7-day advance coordination with the COR.

• Security & Badging: Contractor personnel must obtain base access and proper badging.

• Hazardous Materials: Contractor is responsible for testing, handling, and disposal of any encountered regulated materials.

• Scheduling: Preliminary schedule due within 7 days of Notice to Proceed; Baseline Schedule within 30 days. Schedule updates with each invoice.

• Reporting: Daily Construction Reports, Bi-Weekly Progress Reports, and Field Condition Reports via Project Management Software.

Solicitation / RFP / RFQ

This is an Invitation for Bids (IFB) for the "Construct Guard Rails" project located at Pease ANGB, Newington, NH. The government intends to award a Firm Fixed Price (FFP) contract to the responsible bidder whose bid is most advantageous, considering only price.

• The contractor shall furnish all labor, plant, materials, and equipment to replace active vehicle barriers.

• The project requires construction of guard rails.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: 45 calendar days after Notice to Proceed.

• Magnitude of Construction: Over $250,000 to $500,000.

• Bids are due by 10:00 AM local time on 12 June 2026.

• Bids will be publicly opened at that time.

• Award will be made to the responsible bidder whose bid conforms to the IFB and is most advantageous considering only price and related price factors.

• Offerors must submit a completed Standard Form (SF) 1442, the Solicitation, Contract Line-Item Number (CLIN) Schedule with all items priced, and a Bid Bond and Power of Attorney.

• All information, services, amendments, and details will be posted on www.sam.gov.

• This solicitation is 100% set aside for small businesses.

• Offerors must be registered in the System for Award Management (SAM).

• A pre-bid site visit is scheduled for 22 May 2026 at 10:00 AM EST. Registration is required.

• All questions must be submitted via email by 12:00 PM EST on 1 June 2026.

• Facsimile transmission of bids is not authorized. Electronic submission of bids will/will NOT be accepted (clarification needed on this point).

• Hand-carried bids must be deposited at the Portsmouth Armory by the bid opening time. Mailed bids must be received one business day prior to the bid opening.
