This document is a Request for Quotation (RFQ) for "Meal Rations and Bottled Water" in Guatemala. The U.S. Government intends to award a firm-fixed-price purchase order to the responsible company offering the lowest price. Initial proposals will be used, but discussions may be held if necessary.

Bidders must complete and submit the following:

• SF-18 cover page

• Price and specifications of items (as per Section I and II, Statement of Work)

• Clauses for Purchase Orders and Blanket Purchase Agreements awarded by Overseas Contracting Activities

• Warranty statement

• Delivery Schedule

• Proof of SAM Registration

• Contract type: Firm-fixed-price purchase order.

• Questions Due: January 28th, 2026, by 17:00 hours via email to SerechZA@state.gov.

• Proposals Due: February 06, by COB 17:00 hours. Late or incomplete proposals will not be accepted.

• Submission Method: Electronically to GuatemalaBids@state.gov.

• Format: MS-Word, MS-Excel, or Adobe Acrobat (pdf).

• File Size: Maximum 30MB per file. Larger submissions must be split into multiple emails, each under 30MB.

• Language: Proposals must be in English.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission, as per FAR 4.1102. Failure to be registered may result in the proposal being considered non-responsible.

• The specific Statement of Work (SOW) is referenced but not provided in this document. Bidders should refer to the attached document for detailed requirements.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the acquisition of packaged meal rations and bottled water for the U.S. Embassy Guatemala. The government is procuring these items to support its operations.

• Quantity: 3,000 packaged meal rations and 6,000 units of bottled water.

• Technical Specifications: All items must comply with technical specifications and quality standards detailed in the Statement of Work (SOW). This includes:

  • Mandatory components for each meal ration (as listed in Table A).
  • Acceptable product characteristics (brand equivalencies, packaging, hygiene, nutritional adequacy).
  • Minimum 12 months remaining shelf life at delivery.
  • Quality assurance, labeling, and sanitary handling.
  • Packaging: 20 individual rations per polypropylene sack.
  • Delivery conditions and logistics.

• Product Condition: All proposed products must be new, unused, and free from defects.

• Contract Type: Firm-fixed price purchase order.

• Period of Performance: Delivery is required within ten (10) calendar days after contract award.

• Payment Terms: Net 30 days, processed by EFT.

• Submission Deadline: Quotations are due by February 06, 2026, COB 17:00.

• Questions Deadline: Questions are due by January 28, 2026, COB 17:00.

• Submission Method: Quotations must be submitted to GuatemalaBids@state.gov. Quotes sent by any other means will not be considered.

• Evaluation Criteria: Award will be made to the best technical, acceptable, responsible quoter. Bids must comply with all technical specifications and conditions. An importation plan is an evaluation factor.

• Proposal Validity: Proposals must remain valid for 90 calendar days from the quote receipt date.

• Not specified as a small business set-aside in the initial RFQ document.

• Value Added Tax (VAT): Not included in CLIN rates; will be priced as a separate line item. The Government is exempt from VAT.

• Delivery Location: Final destination is the U.S. Embassy Guatemala (Centro de Negocios La Paz, Warehouse No. 312 Calzada La Paz 23-23, Zone 17, Guatemala City).

• Importation: The contractor is solely responsible for clearing customs in Guatemala. The INL will provide duty-free exemption documentation.
