This document is an amendment to solicitation/modification of contract number 19GT5025Q0043. It cancels the solicitation based on current funding availability.

• Section 14 (Description of Amendment/Modification) is updated to reflect the cancellation.

• The solicitation is canceled, therefore, proposal submission deadlines and requirements are no longer applicable.

Solicitation / RFP / RFQ

This Request for Quotation (RFQ) seeks vehicle rental services for three (3) vehicles for twelve (12) months to be used by the U.S. Embassy in Guatemala City and surrounding areas. The vehicles will facilitate transportation of personnel and equipment for Embassy operations throughout Guatemala.

• Vehicle Types:

  • 1 Pick-up truck (4-door, 5 seats minimum, Turbo Diesel, Model 2022-2025)
  • 1 Sport Utility Vehicle (SUV) (4-door, 5 seats minimum, Regular or Premium Fuel, Model 2022-2025, similar to Toyota)
  • 1 Sedan (4-door, 5 seats minimum, Regular or Premium Fuel, Model 2022-2025, similar to Nissan Versa or Toyota)

• Vehicle Specifications:

  • Specific minimums for seats, fuel type, transmission, AC/heating, engine size (2,500 cc or higher).
  • Preferred features include leather interior and step bar for pick-up truck.
  • Windows tinted at 18% VLT (side/back) and 25% VLT (windshield).
  • Color options: Black, White, Navy Blue, Gray, or Silver.
  • Makes limited to Toyota, Mitsubishi, Mazda, Honda, and Volkswagen.
  • Model Year: Not older than three (3) years from the purchase order period.
  • All seats must have functioning seatbelts.
  • Vehicles must have a spare tire in safe condition.
  • Equipped with roadside safety kit and manufacturer's manual.

• Services to Include:

  • Full coverage insurance ($0 deductible), additional liability insurance.
  • 24-hour customer service.
  • Mechanical maintenance and preventive maintenance (every 5,000 km).
  • Vehicles delivered fully operational, clean, and with a full tank of fuel.
  • Replacement vehicle within 24 hours if the rented vehicle becomes inoperable.

• Services NOT to Include: Fuel, driver, toll or parking tickets.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: October 1, 2025, through September 30, 2026.

• Place of Performance: Guatemala City, Guatemala.

• Payment Terms: Net 30 days, via Electronic Funds Transfer (EFT).

• Estimated Mileage: 100,000 kms per year per vehicle.

• Submission Deadline: September 07, 2025, by COB 17:00 hours.

• Submission Method: Email to GuatemalaBids@state.gov. Email bids must not exceed 10MB and should be in PDF, TIFF, or GIF format. Include company name and RFQ number in the subject line.

• Required Documents: SF-18 cover page, Section I Statement of Work, Section II Description, Proof of SAM Registration.

• Evaluation: Award will be made to the lowest price, acceptable, responsible offeror. Quotes must comply with all technical specifications.

• Offerors must be registered in the System for Award Management (SAM.gov).

• Pricing must include breakdown (Unit NET Price + VAT = Total).

• Value Added Tax (VAT) is not included in CLIN rates but will be included on invoices; the Government is exempt from VAT.

• The Government reserves the right to add or delete items as deemed necessary.

• The U.S. Embassy POC will pick up vehicles at the vendor's premises.
