Performance standards for Dissolved Oxygen (DO), Free and Total Chlorine, Chlorine Contact Time (CT), Chemical Oxygen Demand (COD), and Total Suspended Solids (TSS) are specified. The contractor must provide all labor, tools, materials, and Personal Protective Equipment (PPE), and personnel must be trained on health hazards and certified for confined space entry.

Contract Details

• Type: Indefinite-quantity, indefinite-delivery with firm-fixed-price delivery orders.
• Period of Performance: A base period of twelve months, with four (4) additional option years.
• Minimum Contract Value: One (1) wastewater treatment plant service and one (1) sludge extraction service.
• Maximum Contract Value: $180,000.00 for the entire period of performance.

Submission & Evaluation

• Quotations Due: February 23, 2026, by 17:00 local time (Guatemala).
• Submission Method: Electronic submissions to GuatemalaBids@state.gov in MS-Word, MS-Excel, or Adobe Acrobat (PDF) format, not exceeding 30MB per file. Proposals must be in English.
• Evaluation Basis: Award will be made to the responsible company submitting the lowest priced, acceptable offer.
• Acceptability: Determined by compliance with RFQ terms, including technical information in Section 3.
• Responsibility: Assessed based on FAR 9.1 requirements (financial resources, performance period, integrity, organization, experience, skills, equipment, facilities, and eligibility). Past performance information will be used.
