Gulf Intracoastal Waterway, Texas High Island to Causeway and Channel to Port Bolivar Pipeline Maintenance Dredging

Sources Sought Notice

This notice is a market survey for preliminary planning purposes for Gulf Intracoastal Waterway (GIWW), Texas High Island to Causeway and Channel to Port Bolivar Pipeline Maintenance Dredging. The U.S. Army Corps of Engineers – Galveston District is seeking information on industry capabilities. This is NOT a solicitation for proposals, and no contract will be awarded from this notice. No reimbursement will be made for costs associated with providing information.

• Description: Perform maintenance dredging and address shoaling within tributary channels along the GIWW. Material will be placed in nearby upland confined and semi-confined placement areas.

• Scope: Includes Schedule No. 1 (Maintenance dredging of GIWW between High Island and Causeway in West Galveston Bay, approx. 700,000 CY, with 500,000 CY in the Bolivar Flare sections) and three (3) potential options.

• Options:

  • Option 1: Galveston Alternate Route (approx. 150,000 CY)
  • Option 2: Offats Bayou Main Channel (approx. 100,000 CY)
  • Option 3: North Ferry Channel (approx. 175,000 CY)

• Period of Performance: Schedule 1: 135 Calendar Days after Notice to Proceed. Options add 30, 20, and 35 calendar days respectively.

• Liquidated Damages: $4,200.00 per calendar day for exceeding specified completion time.

• Contract Type: Competitive, firm-fixed price, Stand-Alone contract under FAR 14, Sealed Bidding process.

• Estimated Price Range: Between $10,000,000 and $25,000,000.

• Bonding: Performance and Payment Bonds required within 5 calendar days after award.

• Response Deadline: Interested firms shall respond no later than 2:00 P.M. Local Time on Thursday, 22 January 2026.

• Response Requirements: Include Unique Entity Identifier (UEI) & CAGE, firm name/address/contact, indication of interest in set-aside categories (SB, 8(a), HUB-Zone, SDVOSB, EDWOSB, WOSB), and Joint Venture information.

• Qualifications: Demonstrate specialized experience and technical competence in performing work of similar magnitude and complexity, providing at least 3 project examples with customer name and dollar value.

• The type of set-aside decision will depend on the capabilities of the responses.

• Small businesses, Section 8(a), HUB-Zone, SDVOSB, EDWOSB, and WOSB businesses are highly encouraged to participate.

• For dredging procurements, a firm is considered small if it performs at least 40% of the volume dredged with its own equipment or equipment owned by another small business.

• 8(a) firms need a bona-fide office in the geographical area of consideration.

• Limitations on Subcontracting: Firms will not pay more than 85% of the amount paid by the Government for contract performance (excluding materials) to subcontractors that are not similarly situated entities.

• Large businesses must submit a Small Business Subcontracting Plan if solicited as Full and Open Competition.

• Solicitation Issuance: On or about August 2026.

• Proposal Due Date: On or about October 2026.

• All interested firms must be registered in SAM.gov to be eligible for award.
