• "Weapons cleaning room" square footage: The PWS mentions 593 square feet for the weapons cleaning room.
• Ballistic rubber procurement: Contractors are required to procure the ballistic rubber. The specifications are 1300 lbs of 1" Granular, packaged in 50 lb. bags. A picture of the rubber is attached.

This document clarifies specific requirements related to the PWS and material procurement. Offerors should review this notice and incorporate the information into their quotations. The response due date remains 4/20/2026 at 10:00 am.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform gun range cleaning and hazardous waste removal at lane three of the MDMC indoor 100 meter gun range, including removal and replacement of ballistics rubber.

• Cleaning of lane three (592 sq ft) to reduce lead contaminants from surfaces, bullet trap room, ballistic rubber, and control room/booth.

• HEPA vacuuming the range floor.

• D-lead wiping of horizontal and vertical surfaces.

• Collection, handling, management, and transportation of all hazardous waste (ballistics rubber, lead fragments, dust) in accordance with federal, state, local, and Marine Corps regulations.

• Packaging of decontamination supplies and PPE as hazardous waste for disposal.

• Installation of new fire-retardant ballistics rubber according to bullet trap configuration.

• Immediate cleanup of any spills or debris during servicing.

• Compliance with all federal, state, and local regulations, including OSHA, EPA RCRA, DOT, and Navy/Marine Corps NOSH standards.

• Prevention of lead fragment and dust release to the environment.

• Provision of a completed hazardous waste manifest within thirty (30) days of final disposal.

• Work to be performed at the MDMC indoor 100 meter gun range.

• Normal operation hours: Monday-Friday, 0730-1700, except Federal Holidays.

• Work will be scheduled with MDMC personnel when the range is not in use.

• Contractor must provide all personnel, equipment, tools, materials, vehicles, and supervision.

• Contractor must comply with environmental, security, and safety requirements.

• Contractor personnel require access to MCLB and MDMC, necessitating valid identification.

• Contractor must not employ individuals deemed a threat by the Contracting Officer.

• Contractor must be bonded, licensed, and properly insured as a maintainer of bullet trap systems.

• Contractor must obtain appropriate base access for employees and vehicles, providing current registration, insurance, and driver's license.

• All tasks must be performed in accordance with manufacturer's operation manuals, maintenance handbooks, and repair guides.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items for Gun Range Cleaning and Lead Removal services at Marine Corps Logistics Base Albany, Georgia. It constitutes the only solicitation, and a written solicitation will not be issued. The procurement is set aside for small businesses under NAICS code 562112.

• SPRS Evaluation: Conducted per DFARS 204.7603.

• Award: The Government reserves the right to make an award solely on initial quotes received.

• This procurement is a Small Business Set Aside.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must provide a Unique Entity ID, Cage Code, and Federal Tax ID Number.

• Offeror's Information section must be completely filled out.

• Any associated prepaid shipping costs must be identified in the quote and will be evaluated as part of the overall price. ZERO cost must be clearly specified if applicable.

• Questions will be addressed via an amendment or Q&A document.

• Vendors are asked to refrain from submitting follow-up questions regarding the status of vendor selection.
