Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the Contractor to furnish and deliver 2,000 tons of riprap material to a stockpile location along the Upper Mississippi River, between River Miles 640 and 605 (Prairie Du Chien, WI and Cassville, WI).

• Materials: Durable quarried stone, free from cracks, blast fractures, bedding, seams, and other defects. Specific gravity must be between 2.55 and 2.75. Maximum aspect ratio of stone pieces is 3:1. Riprap must be well-graded and processed to exclude objectionable fine material and organic matter.

• Processing: Quarry-run riprap is not accepted. Processing must occur over a vibratory grizzly or approved method.

• Delivery: Material will be loaded onto USACE barges with minimal drop height (less than two feet) and uniformly distributed. Barges are typically 110-120 feet long by 26-30 feet wide, with load capacities of 120-500 tons.

• Gradation Testing: Performed by the Contractor at their expense using Method A or B, with results submitted for approval. One satisfactory test is required before delivery, and a second during delivery.

• Measurement: Riprap measured by the ton via weighing each truck load on an approved, certified scale. Delivery tickets with specific information (date, vehicle number, weights, weighmaster signature) are required for each load.

• Quality Control: Contractor must establish and maintain quality control records.

• Delivery Period: Anticipated between March 1, 2026, and May 1, 2026. Deliveries will occur Monday through Thursday, 8:00 a.m. to 4:30 p.m. local time, commencing no later than 15 calendar days after Government notification.

• Loading Location: Between River Miles 605 to 640 of the Upper Mississippi River. The proposed loading site and method must be submitted for approval.

• Delivery Location: On existing roads, with the specific location to be designated and submitted for approval within 7 calendar days after award.

• Submittals: Various submittals are required, including material source, processing method, gradation test results, weighing operations, scale accuracy certification, delivery tickets, delivery location, method of transferring rock, and delivery schedule. A submittal control document is required within 7 days of award.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the solicitation for riprap delivery.

• Quarry Acceptance: The USACE will accept rock from a quarry on Pool 10 if it meets contract specifications. The source of the rock is not a determining factor if specifications are met.
• Rock Gradation: Contractors must adhere to the gradation specifications outlined in the solicitation regarding allowances above 200 pounds.
• Bid Evaluation: The contract will be awarded to the lowest bidder. Factors such as reduced barging costs will not be considered as a price factor, provided loading complies with the SOW.
• Loading Process: The government can accommodate ramp loading onto barges. However, the contractor must supply any necessary ramps. The SOW specifies that rock must be placed on barges from delivery trucks without falling more than two feet onto the barge deck.
• Delivery Timeline: The Contracting Officer will provide 15 calendar days' notice before delivery commences. Anticipated delivery is between March 1, 2026, and May 1, 2026.
