This is a combined synopsis/solicitation for commercial items for the George Washington & Jefferson National Forests (GW&J NF) Eastern Divide Ranger District. The purpose is to procure services for existing drainage structure maintenance, including culvert cleaning, laying, and repairing.

• Provide all materials, equipment, transportation, labor, and supervision necessary for drainage structure maintenance.

• Specific tasks include cleaning, laying, and repairing existing drainage and appurtenant structures.

• A Statement of Work (Attachment 1) details the scope of work.

• Anticipated contract type: Firm Fixed Price.

• The acquisition is a Total Small Business Set-Aside.

• Quotes will be evaluated based on the lowest price technically acceptable criteria.

• Evaluation factors include Technical Acceptability, Relevant Experience, and Price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for cleaning, laying, and repairing existing drainage structures, including culverts, catch basins, and ditches.

• Cleaning Drainage Structures: Remove foreign material from the first and last 3 feet of structures, and clear debris, vegetation, and earthen material that impedes flow. Obtain approval before removing trees. Regrade inlet and outlet channels for positive drainage.

• Additional Requirements: Open tail and lead-off ditches to provide drainage away from the roadway. Clean culverts to maintain smooth water flow, removing silt to a maximum of 2" within the pipe (except for the first 3' at both ends where all silt must be removed). Brush culverts and surrounding areas (grass, brush, trees up to 4" DBH). Prevent damage to culvert pipes and appurtenances. Dispose of all extracted material away from drainages.

• Performance Standard: Drainage system maintenance is complete when no obstructions impede water flow into or out of the structure or defined channels. Equipment operation in live streams or hydraulic flushing is not permitted. Contractors must prevent the spread of invasive weeds if working in infested areas, using approved wash stations.

• Location of Work: As specified on roads listed, shown on plans, marked on the ground, or ordered by the Contracting Officer.

• Exclusions: This work does not include bridges, cattleguards, drain dips, or water bars.

• Removal of Structures and Obstructions: Remove damaged or undersized culverts and obstructions to 12 inches below subgrade or finished grade/natural stream bottom. Removed material becomes the property of the Contractor.

• Furnish and Install Culvert: Install 18" to 72" diameter Aluminized Type II Coated Corrugated Metal Pipe (or specified alternative), including bedding and backfilling. Maximum installation depth is 5 ft from the finished road surface to the pipe inlet. Dewatering is incidental. Government may furnish culverts in some cases.

• Load, Haul, and Place Rip-Rap: Furnish and place riprap for bank, slope, and erosion control, using VA DOT Class I riprap (12"-24", mean 18" diameter). Material must be approved by the COR. Conversion factor for tonnage to cubic yards is 1 CY = 1.5 tons.

Specific locations are detailed in the attached road listings with GPS coordinates.

• Government Furnished: Measurement of completed items will be based on the Schedule of Items. Additional sites may be added with CO approval.
• Contractor's Key Personnel: Requires experienced equipment operators (including PPE and traffic control) and a Site Manager.
