This document is a Justification for Other Than Full and Open Competition (J&A) for Solicitation No. SPMYM226Q7260. The Defense Logistics Agency, DLA Weapons Support (Columbus), is the contracting activity. The action is an acquisition of supplies on other than a full and open competition basis, utilizing FAR 6.103-1 and 10 U.S.C. 3204(a)(1).

• Estimated Value: $1,372,800.00.

• The end item, weapon system, or class of item is for VARIOUS PROJECTS FOR BOATS AT TRIDENT REFIT FACILITY.

• The specific product required is a 30/60 blend of grit sizes that effectively cuts through thick marine preservation coatings and cleans the substrate.

• Contract Type: Firm-Fixed Price.

• Quantity: Fixed Quantity (One-Time Buy).

• Estimated Contract Value: $1,372,800.00.

• Estimated Total Contract Value (Including Price Breaks and Options): $1,372,800.00.

• The solicitation will be posted to SAM.gov for 8 days.

• A synopsis exception is cited in FAR 5.101(b).

• Dealers of the approved source(s) will be solicited.

• A price analysis will be conducted based on a comparison of proposed prices received and/or historical prices.

• The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer and requesting evaluation of an alternate product's technical acceptability for future procurements.

• This is a sole-source justification, indicating no set-aside is planned.

• The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and are approved by the design control activity: GMA GARNET USA (CAGE 4S8C6).

• Market research was conducted, including a Sources Sought Notice posted on SAM.gov and a market survey sent to vendors Blastmaster Holdings USA, LLC (Cage 68G96) and Phorjays LLC (Cage 8MGN3).

• Neither vendor could fully meet the requirements as a sole source, with Blastmaster having supplied the exact product previously and Phorjays proposing a teaming arrangement.

• A prior justification is not available as all prior acquisitions were under the Simplified Acquisition Threshold.

This solicitation is for GX3 Garnet Abrasive. The government is procuring this material for beneficial reuse/recycling, and the vendor will be responsible for both delivery and pick-up.

• Procurement of GX3 Garnet Abrasive.

• Quantity: 2,640,000 Each.

• Manufacturer: GMA GARNET USA (GMA AMERICA), Part Number: GX34400.

• Delivery and pick-up are required.

• Inspection Level: QA 4 - 7 days inspection.

• Packaging and Marking: Must comply with ASTM-D-3951 and specific requirements outlined in Section D.

• Unique Item Identification: Required for items with a Government unit acquisition cost of $5,000 or more, and for items less than $5,000 identified in the schedule or table.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: From May 29, 2026, to January 22, 2027.

• This acquisition is a Small Business set-aside.

• NAICS Code: 327910 (Abrasive Product Manufacturing).

• Size Standard: 900 employees.

• Contractors require a Defense Biometric Identification System (DBIDS) credential for base access.

• All deliveries must pass through the base Truck Inspection Station.

• Various FAR and DFARS clauses are incorporated by reference, including those related to insurance, inspection, acceptance, payment, and representations and certifications.

  • Palletized bags will be staged for pickup outside the Waterfront Restricted Area.
  • S/71A personnel will load bags onto the vendor's conveyance.
  • The vendor must provide a receipt confirming the total quantity of bags collected for each removal.
