To upgrade and modernize the control systems of MG3000 Mechanical Gymnasticators at the Rock Island Arsenal-Joint Manufacturing & Technology Center (RIA-JMTC). The upgrades aim to provide real-time test data, positional results, and pass/fail outcomes for supporting various howitzer weapon systems (M1A1, M178/M182, M119, M119A3, M109, M35).

• Upgrade Original Gymnasticator (RIA#34691): Remove existing control system, relocate control components from the 2014 Gymnasticator, install a CompactLogix PLC or equivalent, PanelView Plus Operator Interface or equivalent, hardwire controls, a variable frequency drive (VFD) motor trip, a Windows computer station with printer, Temposonics sensors or equivalent, new wiring, and an Igus hydraulic and electrical cable track system or equivalent. The existing hydraulic system from the 2014 Gymnasticator will be installed. The contractor shall test and commission the existing control system and include a spare parts package.

• Upgrade 2014 Gymnasticator (RIA#34696): Install a new control system including a Maple System Operator Interface or equivalent, a National Instruments CompactRIO controller or equivalent, a new Allen Bradley VFD or equivalent, an Allen Bradley uninterruptible power supply (UPS) or equivalent, a LaserJet printer or equivalent, new wiring, a new Igus hydraulic and electrical cable track system or equivalent, new Temposonics rods or equivalents, server communications setup, and a new hydraulic system. The contractor shall install and ensure proper functioning of the software, ensure all component test program software is open source, and include a spare parts package.

• Training: Provide on-site training for RIA-JMTC personnel covering programming, operation, and maintenance, lasting a minimum of 8 hours with necessary materials.

• Testing and commissioning of upgraded control systems for M1A1, M178/M182, M119A3, and M35 weapon systems.

• Specific test procedures for M119A3 (recoil mechanism cycling, examination for scratches) and M35 (program creation, cycle time and velocity measurement).

• Gymnasticator specifications: minimum pull force of 36,000 lbs, minimum recoil compression of 36", and specific extension/retraction times.

• All work to be performed in a "work-man-like" manner and in accordance with OSHA, EPA, State of Illinois, and Department of the Army Environmental Regulations.

• Environmental: Disposal of hazardous waste according to regulations. No Class I or Class II Ozone Depleting Chemicals (ODCs).

• IT Support: RIA-JMTC IT Support will accompany vendor during any interaction with IT systems. Vendor devices will not connect to the RIA-JMTC network. Removable media will be scanned.

• Data Rights: Government has unlimited rights to all documents and materials produced.

• Personnel Qualifications: Experienced and qualified personnel consistent with best commercial practice.

• Site Visit: Recommended.
