Justification
This requirement will be procured on an other than full and open competitive basis, citing 10 U.S.C. 2304 (a)(1) and FAR 6.103-1(b). Sikorsky is identified as the only responsible source, being the designer, developer, and sole producer of the CH-53K helicopter. They possess the unique data, technical skills, and knowledge required for the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner.
