Statement of Work (SOW)

To provide certified and trained personnel, labor, supervision, equipment, tools, materials, supplies, insurance, and transportation necessary to perform annual, semi-annual, and five-year elevator inspections for the Sheridan VA Health Care System (VA HCS).

• Perform annual, semi-annual, and five-year elevator inspections.

• Determine if equipment is in safe operating condition and conforms to applicable codes and regulations.

• Clean equipment as necessary for proper inspection and testing.

• Remove parts where necessary to determine the condition of other parts.

• Coordinate all work requiring shutdown, interruption, infection control, or potential interruption of power to critical areas with the COR, providing at least two weeks' notice. Major shutdowns may require weekend work.

• Comply with current ASME A17.1, NFPA Life Safety and Fire Codes, OSHA rules and regulations, and all local, state, and federal occupational safety and health codes.

• Coordinate scheduling with the COR, providing a minimum of two weeks' notice. Work is generally performed during VA HCS normal working hours (7:30 a.m. to 4:00 p.m. Monday-Friday, excluding federal holidays).

• Check in and out with the COR before and after each service visit. Contractor personnel must wear provided ID badges.

• Elevator Inspections and Tests for Safe Operations: 100% compliance with ASME-A17.1 and NFPA Life Safety and Fire Code and applicable State Codes. Passing VA Facility Safety Officer inspection results in a "Satisfactory" CPARS.

• Scheduling: 100% compliance with scheduling coordination with the COR, including two weeks' notice.

• Communication (Safety Issues): All safety-related deficiencies must be immediately reported to the COR during the inspection visit (100% compliance).

• Reporting: 99% of inspection reports must be received by the COR within 45 days of inspection.

• Certification of Personnel: Contractor personnel must have current QEI Certification (100% compliance).

• Safety: 100% compliance with VA HCS, ASME, NFPA, OSHA, and local, state, federal safety regulations.

• Period: Anticipated 60-month contract (Indefinite Delivery Indefinite Quantity) with an initial Base year and four (4) 1-year ordering periods.

• Place: Sheridan VA Health Care System, 1898 Fort Road, Sheridan, WY 82801-8320.

• Personnel: Must be certified and trained.

• Reporting: Provide individual service reports within 45 days of inspection. Immediately report safety-related deficiencies. Submit maintenance checklists within 1 week of completion. Reports must include specific equipment details.

• Deliverables: Comprehensive inspection reports (printed and electronic) for each elevator inspection.

• Insurance: Contractor must provide written confirmation of adequate liability insurance.

• Coordination: All work must be coordinated with the VA HCS Contracting Officer’s Representative (COR).

• Five-Year Inspection: Due before 8/13/2026.

• Equipment: A list of specific elevators and their types is provided.

Sources Sought Notice

This notice is for market research and planning purposes to identify potential sources for Elevator Inspection Services for the Sheridan VA Health Care System in Sheridan, WY. It is not a solicitation or request for proposal, and no award will be made based on responses.

• Perform annual, semi-annual, and five-year elevator inspections in accordance with the draft Statement of Work (SOW).

• Bidders are asked to identify any alternative NAICS codes they believe are more appropriate.

• Responses marked as proprietary will be handled accordingly.

• All expenses for responding are the sole responsibility of the responder.
