Scope of Work
The contractor will provide comprehensive critical water quality testing for SPS areas at both the Milwaukee and Green Bay VA facilities. This includes water sampling and testing according to ANSI/AAMI ST108 procedures, provision of electronic reports via a secure web-based system (exportable as Excel and PDF), facilitation of quarterly Water Management Team (WMT) meetings, and SPS environmental validation testing and retesting as needed.
Key Requirements
Contractor personnel must be trained on water testing techniques and possess at least three years of continuous water testing experience within the past five years. The laboratory performing the tests must hold Perry Johnson Laboratory Accreditation (PJLA) Testing Accreditation and ISO/IEC 17025:2017 certifications. Compliance with VHA Directive 1192 regarding influenza vaccination or masking for healthcare personnel is also required.
Contract Details
This will be a Firm Fixed Price contract with a base year (January 1, 2026, to December 31, 2026) and four (4) one-year option years. The estimated value is indicated as $19 Million. Submission & Evaluation
Proposals are due via email to debbie.bruening@va.gov by Monday, February 9, 2026, at 10:00 AM CST. Email submissions are limited to 7MB; larger responses must be split. Evaluation will be based on Technical Capability and Price. Technical capability will assess relevant experience, personnel qualifications, lab accreditation, quality control measures, chain of custody maintenance, and testing schedule. Wage Determinations for Milwaukee and Brown Counties apply, and all other terms and conditions remain as previously stated.
