Statement of Work (SOW) / Performance Work Statement (PWS)

To provide certified Magnetic Resonance Safety Expert (MRSE) services for oversight and MRSE duties supporting multiple Department of Veterans Affairs (VA) Health Care System (HCS) locations within VISN 19.

• Provide MRSE services by an American Board of Magnetic Resonance Safety (ABRMS) certified expert.

• Services must meet or exceed standards from the National Health Physics Program (NHPP), Joint Commission, American College of Radiology (ACR), and OSHA.

• MRSE duties include providing advanced guidance on MR safety, assisting with MR safety questions, and performing in-person and remote services.

• Specific locations include VA Montana, Cheyenne VA, VA Western Colorado, Oklahoma City VA, and VA Salt Lake City Health Care Systems.

• MRSE must be ABRMS certified and maintain certification.

• Services must be performed efficiently and effectively, meeting technical needs.

• Timely response to communications is required (urgent calls within 2 hours, non-urgent within 24 hours).

• On-site presence required within 72 hours for emergent events.

• Deliverables include insights, comments, guidance, consultation, MRI Safety Committee minutes, annual risk assessments, protocol changes, and EMR MRI Safety Review notes.

• A 60-month Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated.

• Services are required at the following VA HCS locations: Fort Harrison, MT; Cheyenne, WY; Grand Junction, CO; Oklahoma City, OK; and Salt Lake City, UT.

• Personnel must be Board-Certified Medical Physicists or Board-Certified Radiologists with ABRMS certification.

• Contractor employees must obtain VA-issued badges (PIV Card) and complete annual TMS training (HIPAA, Privacy, Information Security).

• Contractor must develop and maintain a Quality Control Plan.

• Strict adherence to VA information security, privacy, and records management policies is mandatory.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA) for VISN 19 to identify potential sources for Magnetic Resonance Safety Expert (MRSE) services. The VA anticipates awarding a single firm-fixed-price contract for these services to support Health Care System (HCS) locations within VISN 19. This is a Sources Sought announcement ONLY and not a request for proposals.

The requirement is for certified MRSE services, including oversight and MRSE duties, as detailed in a draft Statement of Work (SOW) which is attached. Specific details regarding the scope of services will be provided in the future solicitation.

The VA anticipates awarding a single firm-fixed-price (FFP) contract.
