H312--Fire Damper Inspections and Certification

Sources Sought Announcement

This is a Sources Sought Announcement only, not a solicitation. The Department of Veterans Affairs (VA) is seeking information to identify potential qualified sources for the inspection and certification of approximately 1047 fire and combination fire/smoke dampers at the James A. Haley Veterans’ Hospital (JAHVH). This announcement aims to gauge market interest and determine the appropriate acquisition strategy, including potential set-asides.

The contractor will be responsible for the maintenance, inspection, and testing of fire dampers. This includes:

• Inspecting and certifying approximately 1047 fire and combination fire/smoke dampers.
• Furnishing all labor, materials, tools, equipment, supervision, and insurance.
• Providing written assurances of personnel competency and credentials within 1 day of award.
• Conducting inspections and certifications Monday-Friday, 8 AM - 4:30 PM, coordinated with the Contracting Officer's Representative (COR).
• Providing daily updates and a written summary upon task completion, with a final report to the Chief of Engineering Service or COR.
• Installing access doors if necessary for certifications.
• Complying with OSHA regulations, JAHVH policies (including COVID-19 and asbestos safety), and NFPA codes.
• Verifying damper numbers, ensuring safety measures, documentation, and PPE adherence, especially in asbestos areas.
• Repairing any damage to government property at no cost.
• Ensuring all installed hardware is inspected for defects before JAHVH acceptance.
• Contractor personnel must wear appropriate uniforms and identification and abide by hospital rules.

Interested companies should provide the following information:

• Company name, address, point of contact, UEI# number.
• Size of business (Large or Small).
• If small, specify if Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hub Zone, 8(a), Small Disadvantaged, or Women Owned Small Business.
• If large, identify any designated distributors.
• If a small business authorized distributor/reseller, state if you alter, assemble, or modify items and how.
• Indicate if your firm is a non-profit organization.
• Provide details on any existing FSS contract with GSA/NAC or other federal contracts, including contract numbers and whether the required services are available on the schedule.
• Submit a summary of company capabilities and ability to provide the services.
