This solicitation is for Fire Extinguisher Annual Inspection and Service for the St. Louis VA Medical Center and its Community Based Outpatient Clinics (CBOCs). The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period, running from February 20, 2026, to February 19, 2031.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual inspection and service for fire extinguishers and semi-annual inspection for exhaust hoods at various St. Louis Veterans Affairs Health Care System (STLVAHCS) locations.

• Annual Fire Extinguisher Maintenance: Inspect and service approximately 900 portable fire extinguishers annually in January. This includes 6-year maintenance and/or hydrostatic testing as per NFPA 10 standards and manufacturer specifications. Tasks include identifying extinguishers, ensuring accessibility, checking operating instructions, verifying safety seals, determining fullness, examining for damage, checking pressure gauges, and replacing tags. Service also extends to fire extinguishers in government vehicles.

• Exhaust Hood Inspection: Conduct semi-annual inspections of exhaust hoods at the Jefferson Avenue VA Clinic (Hope Recovery Center) in accordance with NFPA 96. This includes checking the Pyrochem PCL-300 system and fusible lines.

• All service technicians must possess required certifications.

• Maintenance must adhere to National Fire Prevention Association (NFPA) standards and manufacturer's operating standards.

• Deliverables include an updated Excel sheet with an inventory list of fire extinguishers (including location, inspection date, type, class, size, manufacturer, last inspection/hydro test, 6-year test status, pass/fail, and reason for failure) and completed service tickets.

• Period: Work is to be completed during January annually, unless otherwise directed. Additional sites may be added during option years.

• Locations: Includes John Cochran Division, Jefferson Barracks Division, Hope Recovery Center, St. Clair CBOC, St. Charles CBOC, North County CBOC, Washington CBOC, Team #1 Primary Care Clinic, and Team #2 Primary Care Clinic. Exhaust hood inspections are specifically at the Jefferson Avenue VA Clinic.

• Technicians must be certified.

• Work at government sites is not permitted on Federal holidays or weekends unless directed by the Contracting Officer (CO).

• Spares/loaners must be provided if extinguishers are temporarily removed.

• Property must be returned within 60 days of testing or maintenance.

• Keys, campus maps, and escorts can be provided upon request.

• This is a non-personal services contract.

• The contractor shall not commence performance until a kickoff meeting with the CO has occurred or been waived.

Amendment / Modification

This amendment (0001) to solicitation 36C25526Q0178 provides answers to vendor questions and updates the Performance Work Statement (PWS) with revised photos of the Hood System at Hope Recovery Center.

• Performance Work Statement (PWS)

• The quote submission deadline remains unchanged and is due by 2/12/26 at 9:00 am CST.

• Kitchen Hoods: There is one kitchen hood at Hope Recovery Center. The PWS lists only one, but attached pictures show two systems. Extinguishers at other locations (John Cochran, Jefferson Barracks) do not necessarily indicate multiple hoods at those sites.

• Fusible Links: Each kitchen hood requires 2 fusible links, and no cartridge replacement is needed.

• Inspection Frequency: Kitchen hood inspections are semi-annual (every 6 months), aligning with fusible link replacement. Extinguisher inspections are annual.

• Vehicle Extinguishers: Extinguishers in government vehicles (5 police cars, 1 social worker, 5 buses) will be available for inspection with 2 days' notice.

• Unscheduled Maintenance: Spares/loaners are available for extinguishers pulled for testing or maintenance. Extinguishers beyond service life or unrepairable will be replaced with spares or new units.

• Tagging: New tags are required annually for all bottles, with initials and date applied upon completion of inspection.

• Exhaust Hood Inspection: Semi-annual inspections are required per NFPA 96 for the Pyrochem PCL-300 system at Hope Recovery Center. This system requires fuses every 6 months and is not tied to the building's fire alarm. The fusible lines have a temperature rating of 360°.

• Spares/Loaners: Vendors can swap extinguishers with available units and mark them with an "L". Original units should be returned as long as fire protection is maintained per NFPA standards.
