  • Life Safety Drawings and Mechanical Plans will be provided after award, not with the solicitation.
  • Quantities of dampers for Buildings 64 and 82 are listed in the Performance Work Statement.
  • Previous inspection reports, life safety plans, or mechanical drawings will be made available after award.

Solicitation

This solicitation is for Fire and Smoke Damper Inspection, Testing, Documentation, and Minor Corrective Maintenance Services for Buildings 64 and 82 at the Lake City VA Medical Center. The objective is to ensure compliance with NFPA 80, NFPA 105, Joint Commission, and VHA life-safety requirements. This is a maintenance and compliance support service, not a construction or alteration project.

• Identification and inventory of all fire and smoke dampers.

• Visual inspection and operational testing of dampers.

• Documentation of damper condition and compliance status.

• Minor corrective maintenance (cleaning, lubrication, adjustment, labeling, securing access panels).

• Redline documentation of damper locations and room numbers.

• Support for decommissioning documentation of non-required dampers.

• Deliverables include: Damper Inventory Log, Inspection and Test Results, Deficiency Report, Minor Maintenance Actions Performed, Redline Location Drawings, and Compliance Certification Statement.

• This acquisition is unrestricted.

• VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) is applicable (VAAR 852.219-73).

• Limitations on Subcontracting for Services: Contractor will not pay more than 50% of the contract amount to firms that are not certified SDVOSBs.

• The solicitation incorporates various FAR and VAAR clauses related to security, payment, labor standards, and small business concerns.

• Wage Determination No: 2015-4579, Revision No. 31 is applicable.

Solicitation / RFP / RFQ

This is a Combined Synopsis/Solicitation (Request for Offers - RFO) for commercial services to provide Fire and Smoke Damper Inspection, Testing, Documentation, and Minor Corrective Maintenance Services at the Lake City VA Medical Center. The Department of Veterans Affairs intends to award a Firm-Fixed-Price (FFP) contract.

• Provision of all supplies, materials, equipment, labor, supervision, management, and transportation necessary for the specified services.

• Services include inspection, testing, documentation, and minor corrective maintenance of fire and smoke dampers.

• A site visit is scheduled for February 10, 2026, at 10:00 AM EST at the Lake City VA Medical Center. Attendance is encouraged but not mandatory.
