• Life Safety Code Edition: VHA facilities adhere to the most current NFPA codes and standards, with effective dates established by the NFPA Standards Council.
• Five-Year Flow Tests: These tests are required only for automatic standpipe systems, not manual ones. Facilities with manual standpipe systems integrated into a combined sprinkler/standpipe system do not require these tests.
• Smoke Detectors: A smoke detector is required above a master fire alarm control panel if the panel is in a space that is not continuously occupied.
• Fire Extinguisher Inspections: VHA will follow NFPA 10 requirements for monthly inspections, documenting the month, year, and initials of the inspector.
• Occupant Fire Hoses: VHA facilities have removed occupant fire hoses, and The Joint Commission acknowledges this position.
• Fire Drills: Quarterly fire drills are not required to be conducted at "unexpected times." Additionally, for drills conducted between 9:00 pm and 6:00 am, activation of audible and visual notification appliances is not required if a coded announcement is used.
• Labeled Fire Doors: Doors labeled as fire doors but installed in locations where a fire door is not required do not need to comply with NFPA 80 requirements.
• Time Limited Waivers (TLW): The Joint Commission will accept TLW requests for Life Safety (LS) and Environment of Care (EC) findings linked to NFPA 101, where resolution will take longer than 60 days.

This solicitation is for "Statement of Conditions/Life Safety Assessment services" to support the Sioux Falls VA Health Care System (SFVAHCS). The contractor will update The Joint Commission Statement of Conditions, determining NFPA 101-2021 Life Safety Code deficiencies in accordance with NFPA 101 and the 101A Guide on Alternative Approaches to Life Safety and VA requirements.

• Conduct a Statement of Condition and Life Safety survey and assessment for specified buildings at SFVAHCS.

• Determine compliance with NFPA 101 and TJC standards.

• Evaluate floor plans to establish smoke or fire compartments and perform onsite/remote investigations.

• Identify and record findings of deficiencies in a report.

• Evaluate and report on possible storage locations, including elevator lobbies, alcoves, and hallways.

• Provide professional services for interpretation of regulatory standards and TJC standards.

• Travel to Sioux Falls for services and plan for staff to support the scope of the trip.

• Reporting and Deliverables include reviewing existing Equivalencies, updating Basic Building Information (BBI), clearly labeling stairwells, including life safety drawings with specific features, providing draft and final survey reports, and identifying deficiencies.
