Scope of Work
The contractor will provide comprehensive inspection, testing, reporting, and service for all fire alarm devices and Fire Alarm Control Panels (FACPs), as well as sprinkler systems, fire pumps, and emergency power generators. Services must ensure compliance with VA, Local, and The Joint Commission (TJC) Codes and Standards, including LA City Regulations (Reg4), NFPA Life Safety Code, NFPA 25, and NFPA 72. Key deliverables include:
- Annual inspections and testing for fire alarm systems, sprinkler systems, fire pumps, and emergency power generators.
- Quarterly sprinkler inspections and semiannual visual inspections.
- Taking over existing Cellular Dialers, paying for monthly service, and providing 24/7 Fire Alarm System Monitoring and Reporting within 15 days of contract award.
- Initial survey and visual inspection of all fire alarm system components.
Contract Details
- Contract Type: Firm-Fixed-Price.
- Period of Performance: Base Year (July 1, 2026, to June 30, 2027) plus four (4) Option Years.
- Working Hours: Normal working hours are 7:00 am to 4:30 pm, excluding National holidays.
Submission & Evaluation
- Offer Due Date: Tuesday, June 9, 2026, by 11:00 AM Pacific Time.
- Submission Method: Electronically to david.odne@va.gov. No Zip Files or facsimile offers will be accepted.
- Evaluation: Award will be made to the lowest-priced offer that is reasonable, conforms to the solicitation, and does not exceed available funding. Offerors must also meet standards of responsibility.
- Site Visit: Scheduled for Monday, June 8, 2026, at 10:00 am at the Sepulveda Medical Center.
Eligibility / Set-Aside
- This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must be certified SDVOSBs listed in the SBA certification database.
- The Prime Contractor or Successful Bidder, if an SDVOSB, must perform at least 50% of the work.
- Required Licenses/Certifications: Vendors must possess a valid State of California Contractor License (C10 Electrical, C16 Fire Protection), an LA City Reg 4 Certification, and an Active REG4 Account.
- Experience: Minimum of 5 years of certified experience with Siemens, Notifier, or Edwards fire alarm systems.
- Offerors must be registered in the VA's financial system (10091 webform).
