Sources Sought Announcement (Modification)

This document is a modification to a Sources Sought Announcement for "H344 | Tuning and Instrument Calibration for Boilers and Required Instrumentation Testing" at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV. The modification corrects a previous error. No formal solicitation is currently available, and this announcement is for information gathering to aid the government in determining a procurement strategy. All information is preliminary and subject to change.

The government is seeking information from contractors capable of providing combustion and tuning services, including semiannual tuning and calibration of three Nebraska high pressure water tube boilers and their associated monitoring and control systems. This includes providing combustion reports and calibration reports in accordance with a DRAFT Performance Work Statement (PWS).

Small businesses must adhere to Limitations on Subcontracting requirements (at least 50% of contract performance cost for personnel must be expended for employees of the concern).

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform semi-annual tuning, burner combustion, and instrument calibrations for three Nebraska high-pressure water tube boilers, along with providing combustion and calibration reports. The work also includes testing the Low flue gas Oxygen Level Interlock on all three boilers.

• Semi-annual tuning, burner combustion, and 02 trim calibrations on natural gas and oil for Boilers 1, 2, and 3.

• Semi-annual calibrations of instrumentation monitoring and control systems (transmitters) for Boilers 1, 2, and 3, the DA Tank, and the Condensate Tank.

• Testing of the Low flue gas Oxygen Level Interlock on all three boilers.

• Providing comprehensive written reports of all inspections, calibrations, and tuning.

• The contractor shall provide all personnel, equipment, supplies, and services necessary to perform these tasks.

• Calibrations and tuning must be performed semi-annually, with services conducted within a 20-day window before or after the scheduled date.

• Reports must be submitted within 48 hours of the facility inspection via email (Microsoft Word or Adobe .pdf) and hard copies of data sheets provided to specified personnel.

• Response time for service calls is 24 hours, and for emergency calls is 4 hours.

• All work must comply with referenced codes and VA requirements, including VHA Directive 1810, VHA Boiler Plant Safety Device Testing Manual, NFPA 85, NFPA 70E, OSHA, and ASME standards, as well as equipment manufacturer recommendations.

• Place of Performance: VA Sierra Nevada Health Care System (VASNHCS), Boiler Plant, Bldg. 8, 975 Kirman Ave, Reno, NV 89502.

• Period of Performance: Base Year (June 1, 2026 - May 31, 2027) plus four option years.

• Work hours: Monday through Friday, 7:30 am to 4:00 pm (excluding Federal Holidays).

• Technicians must have at least one year of trade school and five years of experience in institutional and industrial boiler plants.

• Technicians must be equipped with portable electronic flue gas analyzers and other necessary calibrated test instruments.

• Technicians must be capable of programming controls and possess the appropriate hardware and software.

• A minimum of 72-hour notice is required before commencing work.

• Safety-related deficiencies must be immediately reported.

• The contractor must provide a quote for reinspection if a boiler fails inspection.
