Pre-Solicitation Notice of Intent to Sole Source

This document is a notice of the Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21's intent to award a sole source, firm-fixed-price contract to LBT Diagnostic Radiation Physics Consulting Ltd. The services are for diagnostic radiation physics consulting at the VA Southern Nevada Health Care System (VASNHCS). This notice serves as the only synopsis of the proposed action. A Justification and Approval (J&A) will be posted to SAM.gov within 14 days of award.

The contractor shall provide specialized diagnostic radiation physics consulting services to ensure the safety, compliance, and operational integrity of imaging services. This includes:

• Weekly on-site visits.

• Servicing of all radiology equipment across all modalities (Ultrasound, Nuclear Medicine, MRI, CT, Fluoroscopy, etc.).

• Assisting in meeting licensing requirements.

• Performing Radiation Safety Officer (RSO) duties.

• Performing acceptance testing for new or moved radiology equipment.

• Maintaining and updating radioactive materials license applications.

• Performing annual surveys for diagnostic X-ray, fluoroscopy, mammographic, CT, MRI, and dental equipment.

• Providing radiation safety training to VA staff.

• Performing lead shielding integrity testing (optional).

• Contract Type: Firm-fixed-price service contract.

• Period of Performance: Estimated September 1, 2026 – August 31, 2031 (Base year plus four option years).

• This is a notice of intent to sole source; however, responsible sources may submit a capability statement or proposal.

• Interested firms must indicate their interest and capability to the Contracting Officer via email within fourteen (14) calendar days of publication.

• Responses are due no later than Friday, March 20, 2026, at 10:00 AM Pacific Standard Time.

• The government will determine whether to proceed with the sole source acquisition after considering submissions.

• Not specified as a set-aside. Interested firms must indicate their business size (large, small, small-disadvantaged, 8(a), woman-owned) and ownership (U.S. or foreign).

• All Health Physicists must be certified by the American Board of Health Physics (ABHP).

• Contractor personnel must be able to be on-site within 6 hours for emergent radiation situations.

• Contractor personnel require background investigations and must complete VA cybersecurity and privacy training.

• Contractor must possess and maintain a SECRET facility clearance.

• Contractor must retain all data and reports for 5 years and provide requested information within 24 hours.

Sources Sought Announcement

This announcement is for informational purposes only to gauge contractor interest and capability in providing Diagnostic Radiation Physics Consulting services for the VA Southern Nevada Healthcare System. No solicitation is currently available, and this announcement does not commit the government to a contract award. A draft Statement of Work (SOW) is attached for review.

Contractors should be capable of providing:

• On-Site Physics Support (1 day/week) covering radiation safety, physics, and RSO duties for imaging equipment.

• Serve as MRSE (Magnetic Resonance Safety Expert) for the VA hospital, including quarterly remote participation in MR safety meetings, emergency response, and guidance.

• The projected Period of Performance includes a Base Year (09/01/26 – 08/31/27) and four Option Years.

• NAICS Code: 541690 (Other Scientific and Technical Consulting Services)

• Small Business Size Standard: $19.0 Million

• Failure to provide requested information will be considered non-responsive.

• This is a Sources Sought, and the government will use responses to determine procurement strategy, including potential set-asides.

• SDVOSB and VOSB firms must be registered and verified at Veteran Small Business Certification (sba.gov) at the time of submission.

• Small businesses must adhere to Limitations on Subcontracting requirements (at least 50% of contract performance cost for personnel must be expended on employees of the concern).
