Statement of Work (SOW) / Performance Work Statement (PWS)

The contractor shall provide all services, materials, labor, supervision, safety planning, certification, expertise, tools, and equipment to perform diesel fuel testing and tank cleaning services in accordance with National Fire Protection Association (NFPA) 110.

• Annual Fuel Quality Testing: Perform tests on seven diesel fuel storage tanks using applicable ASTM standards. Tests include Flash Point, Water and Sediment, Distillation, Viscosity, Sulfur, Cetane Index, Cloud Point, Density / API Gravity, Thermal Stability, Pour Point, Free Water, Trace Metals, and Microbial.

• As Needed Fuel Remediation: If test results are outside acceptable ranges (ASTM D975), perform remediation on specified diesel fuel tanks (capacities ranging from 500 to 10,000 gallons). Remediation involves cleaning tanks using a High Velocity Recirculation & Filtration System to remove water, sediment, gums, microbes, and oxidized fuel. Biocides may be added if required, with dosing determined on-site and additives approved by the VAMC POC.

• As Needed Additional Fuel Quality Tests: After remediation, perform up to three additional fuel quality tests per calendar year for the remediated fuel, occurring every 90 days or until analysis is acceptable.

• All testing must use ASTM-approved methods (e.g., ASTM D4057, D7464, D2709, D4176, D7220).

• Reports (Fuel Test Report and Fuel Remediation Report) are required within 30 days of testing or remediation.

• Reports must include laboratory details, lab results compared to acceptable levels, fuel tank conditions, remediation activities, test criteria for success, and details of any additives used.

• Contractor must adhere to all VAMC regulations while on VA premises.

• Contractor is liable for any damages to Government facilities or property.
