Performance Work Statement (PWS)

To ensure automatic fire sprinkler systems and associated devices at the VA Central California Health Care System are inspected, tested, maintained, and repaired in accordance with applicable codes and VA directives.

• Provide all labor, materials, equipment, and supervision for the maintenance, repair, testing, and inspection of fire sprinkler systems and associated equipment.

• Adhere to the latest editions of NFPA 1, 13, 17A, 20, 25, 99, 101, and OSHA Guidelines.

• Perform weekly, monthly, quarterly, semi-annual, and annual function checks, inspections, maintenance, and repairs on various system components including control valves, pumps, backflow preventers, and sprinkler heads.

• Conduct 3-year and 5-year inspections and testing as per NFPA 25.

• Perform cleaning of sprinkler heads in pharmacy cleanroom spaces.

• Test and inspect kitchen hood wet chemical extinguishing systems (NFPA 17A, 96).

• Maintain and repair pre-action systems in Building 27.

• Provide pricing for an optional bi-annual sprinkler head cleaning service.

• Adhere strictly to inspection and testing intervals required by the Joint Commission.

• Emergency/Callback Services: Response within 1 hour for emergencies, 2 hours for urgent calls, and 3 days for routine calls.

• Reporting: Submit service reports within 7 calendar days of completion; comprehensive annual/semi-annual reports; deficiency reports within 2 business days of identification.

• Quality Control: Implement and maintain an approved Quality Control Plan within 30 days of contract award.

• Period of Performance: (1) base year with (4) one-year options. Base Period: September 21, 2026 - September 20, 2027.

• Place of Performance: VA Central California Health Care System, Fresno, CA 93703.

• Contractor personnel must possess required certifications and licenses per NFPA requirements.

• Repair work must be performed by C16 license holders or under their supervision.
