Purpose & Scope
The VA requires services to standardize testing criteria for primary and secondary engineering controls (PECs/SECs) and Segregated Compounding Areas (SCAs) in accordance with United States Pharmacopeia (USP) Chapters <797> and <800> standards. Services include certification of PECs/SECs, Biological Safety Cabinets (BSCs), Laminar Airflow Workstations (LAFWs), Compounding Aseptic Containment Isolators (CACIs), Compounding Aseptic Isolators (CAIs), Restricted Access Barriers (RABs), cleanroom environments, and air handling systems. Specific tasks involve smoke pattern testing, viable and non-viable microbial sampling, total particle count testing, airflow and pressure testing, and HEPA filter integrity testing. All work must adhere to CETA and ISO standards, and be performed by CETA-certified technicians. Reports are required within 14 business days. Locations include Altoona, Butler, Erie, and Pittsburgh VA Medical Centers.
Contract Details
This will be a Firm-Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The period of performance includes a base period from February 24, 2026, to February 23, 2027, with multiple option periods extending through February 23, 2031. The Product Service Code is H965 (Other Quality Control, Testing And Inspection Services: Medical, Dental, And Veterinary Equipment And Supplies), and the NAICS code is 541380 (Testing Laboratories and Services) with a size standard of $19 Million.
Submission & Evaluation
Offers must be submitted via email to Loretta Payne (loretta.payne@va.gov) by February 17, 2026, at 10:00 AM EST. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) basis, considering Price, Regulation Verification and Certification Requirements, and Compliance with submission instructions.
