The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) is conducting market research for the Huntsville Architect Engineering Support Indefinite Delivery Contract (HAESI) 2.0. This Sources Sought notice seeks qualified firms for comprehensive Architect-Engineer (A-E) services for secure and nonsecure sites, both domestically and internationally. Responses are due July 10, 2026.

Purpose & Scope

The requirement is for a broad range of A-E services, including planning, programming, feasibility studies, geotechnical investigations, permitting, master planning, Value Engineering, engineering studies, design services (drawings and specifications), estimating, surveying, site/field investigation, CADD/BIM preparation, design reviews, commissioning, economic analysis, and specification updates. These services will support various divisions and programs within CEHNC for both new construction and renovation projects, potentially involving DoD and other federal clients.

Contract Details

This will be a Firm Fixed Price (FFP), Indefinite Delivery Contract (IDC) with an estimated total capacity of $400 Million across all awarded contracts. The period of performance is anticipated to be one three-year base period and two two-year option periods, totaling seven years. Procurement will follow Federal Acquisition Regulation (FAR) 15 (subpart) 36.6 and Engineering Pamphlet (EP) 715-1-7.

Place of Performance

Projects will be located within and outside the contiguous United States, including U.S. Territories, Germany, Italy, Japan, and the Republic of Korea. While travel to work sites may be required, the majority of work is expected to be performed in the A-E firm's home office.

Submission Requirements

Interested firms must submit a capability statement, not exceeding five one-sided pages (8.5" x 11") in Times New Roman, 12-point font. The submission must address questions in the Capabilities Questionnaire (provided in an Excel spreadsheet attachment) and demonstrate the ability to perform services outlined in the Statement of Work. Submissions must be in Microsoft Word compatible files and emailed to DLL-CEHNC-HAESI2.0@usace.army.mil by 1200 Noon Central Time on July 10, 2026. Hard copies, facsimiles, cover letters, and extraneous materials will not be considered.

Eligibility & Set-Aside

This is market research to identify qualified sources, including both small and other than small businesses. The government will use the responses to determine if the requirement can be set-aside for small businesses.

Special Requirements

All work must comply with accepted industry practices, quality standards, and applicable local, state, federal, and host-nation requirements, including specific codes like Unified Facilities Criteria (UFC), Whole Building Design Guide (WBDG), FAR, National Fire Protection Association (NFPA) standards, Americans with Disabilities Act Accessibility Guidelines (ADAAG), and Uniform Federal Accessibility Standards (UFAS). Contractors must implement a Quality Control system, manage Organizational Conflicts of Interest (OCI), and comply with Anti-terrorism (AT)/Operations Security (OPSEC) provisions for work on U.S. Army installations. Unlimited Government rights apply to all deliverables.
