Sources Sought Notice

This notice is for market research to identify qualified sources for Architect and Engineering (A-E) services under NAICS code 541330. The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) is seeking capability statements to determine if small businesses possess the capability to execute these requirements, potentially for a small business set-aside. This is not a Request for Proposal (RFP).

• Contract Type: Firm Fixed Price (FFP), Indefinite Delivery Contract (IDC).
• Period of Performance: One (1) three-year base period and two (2) two-year option periods (total of seven years).
• Estimated Total Capacity: $400 Million across all awarded contracts.
• Procurement Basis: Federal Acquisition Regulation (FAR) 15 (subpart) 36.6 and Engineering Pamphlet (EP) 715-1-7.
• Awarding Agency: CEHNC Redstone Arsenal, Alabama.

The contract will provide A-E services for secure and nonsecure sites, including but not limited to:

• Planning, programming, feasibility studies
• Geotechnical investigations, permitting
• Master planning, Value Engineering
• Engineering studies, design services (drawings and specifications)
• Estimating, surveying, site/field investigation
• Analysis, CADD/BIM drawing and document preparation/review
• Design review, operability and maintenance review
• Construction/equipment installation-phased services, commissioning
• Studies, economic analysis, specification and criteria updates.

Projects will be located both inside and outside the contiguous United States, potentially including Germany, Italy, Japan, and the Republic of Korea. Travel to work sites may be required, but the majority of work is expected to be performed in the A-E firm's home office.

Interested firms must submit a document detailing relevant experience and qualifications, not to exceed five (5) one-sided pages (8 ½" X 11").

• Cover letters and extraneous materials will not be considered.

Responses are sought from both small and other than small businesses. The government will use responses to determine if the requirement can be set-aside for small businesses.

• No costs incurred in preparing a response will be reimbursed.
• Responses are not offers and cannot be accepted to form a contract.
• The government will not provide replies to interested businesses.
• Interested parties are responsible for monitoring modifications to this notice.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide architectural and engineering services in support of various divisions and programs within the U.S. Army Engineering & Services Center, Huntsville. This includes design, survey, and analysis services for both new and existing facilities and physical infrastructure.

• Expert facility architecture, engineering, and planning services for new construction, renovation, additions, alterations, commissioning, and demolition of facilities.

• Work may be for secure and nonsecure sites and includes planning, programming, feasibility studies, geotechnical investigations, permitting, master planning, Value Engineering, engineering studies, design services (drawings and specifications), estimating, surveying, site/field investigation, analysis, CADD/BIM drawing and document preparation and review, design review, operability and maintenance review of designs, construction and/or equipment installation-phased services, commissioning, studies, economic analysis, and specification and criteria updates.

• Projects may involve Department of Defense (DoD) clients and other federal departments, potentially in the United States, Germany, Italy, Japan, and the Republic of Korea.

• Work will be performed under task orders, with each task order specifying the period of performance.

• While travel to work sites and Government installations may be required, much of the work is anticipated to be performed in the contractor's home offices.

• All work must comply with commonly accepted practices, quality, and professional standards for the architect-engineer industry, as well as all applicable local, installation, state, federal, and host-nation requirements.

• Compliance with various codes, criteria, standards, and regulations is required, including but not limited to: Unified Facilities Criteria (UFC), Whole Building Design Guide (WBDG), Army Corps of Engineers Design Manuals, Federal Acquisition Regulation (FAR), National Fire Protection Association (NFPA) standards, Americans with Disabilities Act Accessibility Guidelines (ADAAG), and Uniform Federal Accessibility Standards (UFAS).

• Contractor must implement a Quality Control system and submit a Quality Management Plan (QMP).

• Specific safety and accident prevention plans (e.g., SV-AAPP, AAPP-LS, APP) are required based on the nature of the work.

• Anti-terrorism (AT)/Operations Security (OPSEC) provisions apply to projects on U.S. Army installations, including E-Verify, AT Level 1 training, and Common Access Card (CAC) requirements.

• Contractor must manage and transmit project deliverables using a web-based system.

• Contractor is responsible for obtaining all necessary permits.

• Value Engineering (VE) studies are required for facility designs with a construction working estimate of $2M or more.

• Contractor must designate an A-E Program Manager and a Project Manager for each task order.

• Organizational Conflicts of Interest (OCI) must be managed.

• Unlimited Government rights apply to all drawings, designs, specifications, and other works developed under the contract.
