Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, utilizing Simplified Acquisition Procedures (FAR Part 12 & 13). The Portsmouth Naval Shipyard is seeking responses from qualified sources for the procurement of hand pumps.

• CLIN 0001: Hand Pump, Blackmer/Dover PAB414NAFC-1-1/4” (P/N E-3962L)

• CLIN 0002: Hand Pump (Exact same as Item 0001)

• CLIN 0003: Hand Pump (Exact same as Item 0001)

• CLIN 0004: Hand Pump (Exact same as Item 0001)

• Brand Name Mandatory: Only Blackmer/Dover parts are acceptable due to proprietary specifications. Offers for different manufacturers will not be considered.

• Offerors must complete and submit RFQ 26Q2024 with their offer.

• Offerors must complete and include provisions 252.204-7016 and 252.204-7019 with their offer.

• Vendor shall list the country of origin for each line item.

• Payment Terms: Net 30 Days AFTER acceptance of material. Government may prefer Government Commercial Purchase Card (GCPC) or Wide Area Workflow (WAWF).

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Responsibility: Vendor responsibility will be determined using PPIRS and in accordance with FAR 9.104.

• Submission Method: Submit quotations via email to sam.j.aiguier.civ@us.navy.mil and DLA-KME-QUOTATIONS@DLA.MIL.

• Required Quote Information: Price(s), FOB point, Cage Code, Point of Contact (name and phone number), GSA contract number (if applicable), business size under NAICS Code, preferred payment method (GCPC or WAWF).

• Deadline: June 22, 2026, at 4:00 PM EST.

• Set-Aside: 100% Small Business Set-Aside.

• Small Business Standard: 750.

• Nonmanufacturer Rule: Applies.

• Registration: Quoters must be registered in the System for Award Management (SAM) database.

• If not the actual manufacturer, provide Manufacturer's Name, Location, and Business Size.

• Provisions and clauses are in effect through FAC 2026-01 (March 13, 2026) and DFARS Change Notice 20260507.

• Offerors must complete 52.212-3 and its ALT I if not updated in SAM.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for Hand Pumps, specifically Blackmer/Dover PAB414NAFC-1-1/4" (P/N E-3962L) or exact equivalents. The DLA Maritime – Portsmouth is procuring these items.

• Four (4) Hand Pumps are required.

• Items 0001-0004 are for the same Hand Pump.

• The specific part number is PAB414NAFC-1-1/4" (P/N E-3962L).

• If offering an alternative, it must be an exact same as Item 0001.

• Hazardous materials: MSDS required if applicable.

• FOB Terms: Destination or Origin.

• Required Delivery Date (RDD): 9/30/2026.

• Payment Terms: Net 30 AFTER material inspection and acceptance. Government Purchase Card (GPC) or Wide Area Workflow (WAWF) are accepted payment methods.

• Quote Due Date: 06/22/2026 at 4:00 PM EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Award may be made based on soonest delivery if no offers meet the RDD.

• The Government intends to make an award without discussions.

• Offerors must be registered and active in SAM.gov.

• Quotations must be submitted completely to be considered for award.
