Quick Summary

The Department of the Army, specifically the Rhode Island Army National Guard (RIARNG), is conducting market research through a Sources Sought notice to identify potential sources for a commercial-off-the-shelf (COTS) Handheld Explosive Trace Detector (ETD). This effort aims to enhance the safety of mailroom personnel and facilities by detecting a wide variety of explosive compounds at trace levels. Responses are due by June 3, 2026, 1200 EST.

Scope of Work

The RIARNG requires a lightweight, standalone handheld ETD capable of sustained operation. The system must detect various explosive compounds at nanogram levels or better. This market research will inform future procurement decisions for this critical safety equipment.

Key Requirements

The ETD must meet the following salient characteristics:

  • Detection Capabilities: Dual-mode sampling (vapor/swabbing), nanogram level sensitivity, and a threat library including PETN, RDX, TNT, Dynamite, Semtex, C-4, Black Powder, Ammonium Nitrate, and Urea Nitrate.
  • Physical & Environmental: Weigh no more than 6.0 lbs (with battery), operate between 50°F and 90°F, and feature a ruggedized housing with a minimum IP54 rating.
  • Power: Provide a minimum of 8 hours of continuous operation, with hot-swappable batteries being acceptable.
  • Interface & Usability: Include audible, visual, and vibration alerts, along with on-screen prompts and video tutorials for user guidance.
  • Data & Connectivity: Offer internal storage for at least 1,000 detection records and data export capabilities via USB or Wi-Fi.
  • Included Items: A minimum one-year standard manufacturer's warranty (parts and labor) and training for at least two personnel on operation and maintenance.

Submission Instructions

Interested organizations should submit a capabilities statement including:

  1. Organization name, SAM-registered address, Cage Code/UEI, email, website, phone, and ownership type/size.
  2. Small Business certifications (8A, WOSB, Hubzone, SDVOSB).
  3. Proposed device (manufacturer, model), detection technology, and availability (GSA MAS contract with SIN, open market, or both).
  4. Standard lead time.
  5. Buy American Act compliance and Country of Origin.
  6. Details on any required software/threat library subscriptions and functionality degradation without them.
