Hangar and Roll-up Door Maintenance

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all management, tools, supplies, equipment, transportation, man-lifts, and labor necessary to perform maintenance, repair, or replacement of aircraft hangar doors, overhead/sectional/curtain rollup, and rolling doors at Luke Air Force Base, ensuring continuous and safe operations.

• Inspections: Semi-annual inspections of overhead/sectional rollup doors, annual fire door drop tests (FDDT) of rolling fire doors, and annual inspections of aircraft hangar doors. Requires written reports within 10 days of inspection, including door identification, location, work performed, repairs needed (with quote), date, inspector, and condition. A "Fire Door Certification" tag must be attached to serviced fire doors.

• Preventive Maintenance (PM): Performed during inspections on all aircraft hangar doors, overhead/sectional/curtain rollup, and sliding doors. Includes lubrication, checking for defects, worn parts, spring/cable tension, door leveling, safety edges, and control/motor circuits.

• Consumable Items: Contractor to supply items under $50.00 at no additional cost. For items exceeding $50.00, original receipts are required for reimbursement.

• Minor Repairs: Troubleshooting and minor repairs (under 30 minutes labor and consumables) to be conducted during PM. No additional charges for subsequent trips if parts/labor are unavailable at the time of the initial PM.

• Repair Work: For repairs outside the scope of inspections/PM, a detailed estimate is required. Repair work commences after CO/COR authorization. All repairs to be in accordance with commercial practices and invoiced separately.

• Routine Service Calls: Contractor must have a point of contact available during normal duty hours (7:00 AM - 4:00 PM) with a 1-hour response time. On-site presence required within 8 hours. Reports are due within 2 days of completion.

• Scheduled Repairs: Estimated cost provided within 2 business days of service call. Repairs commence after CO/COR authorization.

• Door Replacement: Requires a proposal with a detailed cost estimate and scope of work. Warranted for one year.

• Inspections: 95% of inspections accomplished semi-annually/annually, and FDDT as required.

• Preventive Maintenance: 95% of PM accomplished semi-annually/annually.

• Repair Service Calls: 95% response within the timeline.

• Service Call Reports: 100% of the time.

• Scheduled Repairs: 100% of the time.

• Door Replacement: 100% of the time.

• Luke Air Force Base, Arizona.

• Normal duty hours: 7:00 AM - 4:00 PM, Mondays through Fridays, excluding federal holidays, unless otherwise required or approved.

• Licensing: Contractor must be licensed by the State of Arizona and have at least 5 years of experience in repairing specified doors. Personnel must be trained and certified for FDDT.

• Personnel: Provide on-site contract manager and alternate with contact information for after-hours.

• Security: Comply with base access requirements and provide employee information for passes.

• Hazardous Materials: Obtain CO approval for all hazardous materials, submit AF Form 3952, and provide MSDS for all materials used. Dispose of hazardous waste in accordance with regulations.

• Hot Work Permit: Required prior to welding, cutting, grinding, or brazing.

• Government Furnished: Electricity, water, and sewage will be provided. Police and fire protection will be provided. Base ambulance service available for medical emergencies.

• Contractor Furnished: All other necessary items, services, tools, and equipment.

• Quality Control: Develop and maintain a quality program, including a Quality Control Plan (QCP).

• Door Replacement: 1 large RU door system replacement (estimated 24 hours).
