This solicitation is for the repair, replacement, or refurbishment of the fire alarm and mass notification system for Hangar 407 & 421 at the West Virginia Air National Guard, McLaughlin ANGB, Charleston, WV. The project is being solicited as a 100% Total Small Business Set-Aside.

• Repair, replacement, or refurbishment of the fire alarm and mass notification system.

• Contract Type: Firm Fixed Price (FFP)

• Estimated Value: Between $500,000 and $1,000,000.

• Period of Performance: 90 calendar days from notice to proceed.

• Davis Bacon Wage Rates are applicable.

• Submission Deadline: June 16, 2026, by 01:00 PM local time.

• Bids must be submitted electronically via email to TSgt Jorden McCormick and Lt Col Samuel Stuck.

• Award will be made to the responsible bidder whose bid is most advantageous to the Government, considering only price.

• Offerors must acknowledge amendments.

• A bid bond is required.

• Offers must be valid for at least 30 calendar days after the due date.

• A pre-bid conference and site visit will be held on May 14, 2026, at 1:00 PM local time.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for the repair, replacement, or refurbishment of the fire alarm and mass notification system for Hangar 407 and Hangar 421 at McLaughlin Air National Guard Base, Charleston, WV.

• Design and installation of a new fire alarm and mass notification system in accordance with NFPA 72, UFC 3-600-01, and UFC 3-601-02.

• Removal of existing conventional fire alarm system materials in Building 421.

• Replacement of the existing fire alarm system in Building 421 with a new addressable system.

• Reuse of the existing addressable Siemens FA panel in Building 407.

• Removal of existing Mass Notification System (MNS) components and addition of a new MNS panel integrated with the existing fire alarm system, meeting UFC 4-021-01.

• Ensure communication between the fire alarm control panels in Building 421 and Building 407.

• Perform 100% system testing and provide documentation.

• Installation must be performed by NICET Level II or higher certified technicians.

• 100% system testing in accordance with NFPA 72 acceptance testing.

• Final acceptance contingent upon successful demonstration of system functionality.

• One-year written warranty on installation, workmanship, and materials.

• Location: McLaughlin Air National Guard Base, Charleston, WV.

• Time for Completion: Entire work to be accomplished within 90 days after the Notice to Proceed.

• Design documents require government review and approval prior to installation.

• Contractor responsible for daily debris removal and waste disposal in compliance with regulations.

• Burning and welding operations require a permit from the Base Fire Department.

• Submittals (AF Form 3000, shop drawings, material specifications, SDS) required within 21 calendar days after Notice to Proceed.

• Contractor must comply with all installation/facility access and local security policies, including background checks and personal identity verification.

• Base passes/badges required for all personnel working onsite; badging process takes 2 weeks.

• Site visit will be announced on SAM.gov.

• Government will provide basic documents and site access; no other equipment or services will be provided.
