Scope of Work

- Improved Grounds: Mowing, edging, trimming, weed control, debris removal, irrigation operation/maintenance, leaf removal, pest control (10,000 sq ft annually), and pruning.
- Semi-Improved Grounds: Mowing, trimming, and perimeter fence line maintenance.
- Bird Area Strike Hazard (BASH) Areas: Mowing and vegetation management around airfield light fixtures.
- Vegetative/Inert/Rock Beds: Maintenance including fertilizing, watering, weeding, mulching, and plant replacement.
- Surface Drainage Ditches: Clearing vegetation and debris.
- Tree Services: Pruning, cabling, emergency spot pruning/trimming, and removal of trees and stumps (primarily branches and leaves; invasive species removed offsite).
- Special Requirements: Includes special cuts, planting, and emergency/special event services.
- Airfield Operations: Personnel operating on the airfield must complete a base ops course and be flexible with mission needs.
- Reserved Items: Unimproved grounds maintenance and aeration are reserved and not required under this contract.
Contract Details
- Contract Type: Request for Quotation (RFQ), anticipated Firm Fixed-Price.

Submission Requirements

Evaluation Criteria
This acquisition uses a Performance-Price Tradeoff (PPT) where Past Performance is significantly more important than Price.
- Technical (Pass/Fail): Evaluated for a sound and compliant approach, thorough understanding of the PWS, and a complete Mission Essential Plan.
- Price: Evaluated for completeness, fairness, reasonableness, balance, and realism.
- Past Performance: Rated as Acceptable, Neutral, or Unacceptable. An "Acceptable" rating is more favorable than "Neutral." An "Unacceptable" rating will disqualify an offeror. The evaluation process involves ranking the lowest three total evaluated prices, then assessing technical and price for those, and finally evaluating past performance, with potential for trade-offs to a higher-priced, higher-rated offeror.
