This document is Attachment 01: Price Schedule for Hardware BPA Materials. It is intended for price evaluation purposes only.

• Contractor Information: Details about the firm, including CAGE Code, DUNS Number, contact information, and how the work was performed (Prime, Sub, Joint Venture).
• Contract Information: Specifics about the contract, including contract number, type, title, location, award and completion dates, and original/final contract prices.
• Project Description: A summary of the project's complexity and its relevance to the current opportunity.
• Client Information: Contact details for the client and a description of their role in the project.
• Performance Ratings: A detailed section for the client to rate the contractor's performance across various categories, including Quality, Schedule/Timeliness, Customer Satisfaction, Management/Personnel/Labor, Cost/Financial Management, Safety/Security, and General aspects. Ratings range from Exceptional (E) to Unsatisfactory (U), with an option for Not Applicable (N).
• Narrative Comments: Space for the client to provide specific strengths, weaknesses, deficiencies, or other relevant comments.

This form is crucial for bidders as it outlines the specific criteria and metrics the government uses to assess past performance. Bidders should ensure their past performance information is well-documented and that their clients can provide favorable and detailed responses to this questionnaire. Understanding these evaluation areas can help bidders tailor their proposals and highlight relevant experience.

Solicitation / RFP / RFQ

This solicitation seeks to establish multiple Blanket Purchase Agreements (BPAs) for Hardware and Plumbing supplies for the Engineering Research and Development Centers (ERDC) facilities over the next five years. The objective is to create a pool of contractors to furnish all management, materials, supplies, and transportation for requirements specified in each BPA call. Orders will be issued via firm-fixed-price BPA Call orders.

• The scope includes a wide range of supplies such as building materials, hardware, tools, safety equipment, paints, coatings, and plumbing supplies.

• Contractors must be able to manage, supply, and transport all specified requirements.

• Offerors must demonstrate capability to fulfill calls and deliver to all nine ERDC facility locations.

• The total capacity for the BPA pool is not to exceed $12,000,000.00.

• The BPA expires five (5) years from the award date or upon reaching the $12,000,000.00 limit, whichever occurs first.

• Individual requirements will not exceed the simplified acquisition threshold.

• There is no minimum guarantee for the agreement or for BPA Calls.

• Proposals are due by July 17, 2026, at 12:00 PM.

• Proposals must be submitted electronically via email.

• Evaluation will be based on three factors: Technical Capability (Factor 1), Past Performance (Factor 2), and Price (Factor 3).

• Technical and Past Performance are of equal importance and combined are significantly more important than Price.

• Key personnel, corporate capacity, and geographic capability are critical for the technical evaluation.

• Past performance must be recent (within 5 years) and relevant.

• The Government plans to award approximately 3-5 BPAs.

• The acquisition is set aside for Small Business.

• Offerors are required to have an active System for Award Management (SAM) registration with no active exclusions.

• The solicitation incorporates numerous FAR and DFARS clauses by reference.

• Payment will be made via Wide Area Workflow (WAWF).

• Offerors must submit proposals in three distinct volumes: Technical, Past Performance, and Price.

Solicitation / RFP / RFQ

This solicitation, issued by the U.S. Army Corps of Engineers (ERDC Contracting Office), aims to establish a pool of multiple-award Master Blanket Purchase Agreements (BPAs) for the supply and delivery of Hardware and Plumbing supplies. The objective is to procure a wide range of items including building materials, hardware, tools, accessories, safety equipment, paints, coatings, and various types of pipes, valves, and fittings for ERDC facilities.

• Supply and delivery of hardware and plumbing supplies.

• Items include, but are not limited to: building materials, builder's hardware, tools, accessories, expendable tool supplies, fasteners, shop supplies, safety equipment, special cutting tools, interior/exterior paints and coatings, painting equipment, preparatory paint supplies, miscellaneous paint supplies, residential and commercial plumbing supplies, industrial water, gas, and sewer pipe, valves, fittings, and pumps, hydrants, meters, strainers, and pipe hangers.

• Delivery to various ERDC facility locations across the United States.

• Multiple-award Master Blanket Purchase Agreements (BPAs).

• Period of Performance: Five (5) years from award date or until the BPA not-to-exceed limit of $12,000,000.00 is reached, whichever is earlier.

• Total capacity for the BPA pool is not to exceed $12,000,000.00.

• Individual requirements (BPA Call orders) shall not exceed the simplified acquisition threshold.

• Maximum BPA Call value is $250,000.

• No minimum guarantee for the agreement.

• Orders will be issued by firm-fixed price BPA Call orders.

• Evaluation Factors: Technical Capability (Corporate Capacity and Key Personnel) and Past Performance are of equal importance and combined are significantly more important than Price.

• This acquisition is set aside for Small Business.

• Offerors are required to have an active System for Award Management (SAM) registration with no active exclusions.
